Dear Goan chauvinists,

UNITE ! You could be a Hindu or a Cirist?o, a BJP or a Kangress
voter, communal or secular, pro-Romi-lipi or pro-Devnagari. If
you are a Goan zealot, committed to preserving our little corner
of paradise, you're in. We know of the scourge that are the rich,
avaricious Dilliwallahs and other uncultured Indian fatcats
gobbling up our real estate, and we know of the Russian mafia
and other assorted white trash stalking our land. Here I shall
address an equally invasive cancer on the Goanscape - the
blight wrought by the ghati deluge, something that threatens
to clone Goa into another squalid district of Karnataka or Bihar.

The GBA has trained its focus on only one - albeit very
important - issue, that of dealing with the land mafia. There is
as yet no organized effort to address the other big elephant in
the room, what I term the "ghati menace." It is now a full-scale
invasion. These are not just the construction driven migrant
workers we imagine them to be (to call them "migrant" is a
mistake - they have no intention of leaving). The footprint
now extends over a much larger area, and the ghati profile
has expanded to include highly undesirable elements. They
come in droves from Karnataka, AP, UP, Bihar, Jharkhand and
Orissa for Goa has for them the appeal of a Dubai. Given
the fabled laissez faireism of the Goan, we will soon
have on our land not only the 6 damning SEZs but another
100 SGZs (Special Ghati Zones). The ghatis are now
EVERYWHERE, on the prowl not just in our cities but in our
remotest villages. We must prepare for Goa's second
Liberation or risk obliteration. To achieve that the Goan
has to put on his or her chauvinistic hat, for nice people
can accomplish nothing in India.

Most Goans don't stir out of bed before 9 am, a fact
noted in Encyclopaedia Brittanica. But if a Goan should
saunter around the waterline - say, from Dona Paula and
Panjim, or from Malim jetty to Reis Magos - between 6 and 7
in the morning, you would be witness to the sight of an array
of ghatis evacuating virtually everywhere in the open. It is
a public disgrace. Where do you think they sleep at night?
In our parks, gardens, and on the footpaths. In Panjim you
have ungainly clusters of ghati men loitering along the river
sidewalk (when they are not pissing or shitting on it). From
late evenings until well into the night one now sees posse
after posse of ghatis meandering around town. This is a
sure deterrent to our women and children going about
freely. What were intended as civilized, wholesome public
spaces are now home to ghatis sitting on their haunches as
in all the towns across Karnataka or UP. Our law enforcement
apparatus is not just missing in action, they are active
catalysts in the decay, and hafta-taking is rife. This is a
complete breakdown of our civic systems.

Just the other day an unwashed UP bhaiyya plonked a
paan stall bang in the middle of the sidewalk along the
Campal road near Magsons. I asked him if he had a permit
to which he replied in the negative. I could soon see a
gaggle of ghatis congregating around the stall, squatting
and loitering, and a developing art gallery of paan spit
splotches on the pavement (the ghati contribution to Indian
culture). I called my councilor and had the fellow evicted.
But it is small comfort since this is happening all over.
Unauthorized ghati hawkers are legion in Miramar and
other places in Goa.

Acquiring a ration card is a cinch for the newly arrived
ghati but the Goan has to jump through hoops to get one.
Digambar Kamat has solidified his ghati votebank at Motidongor,
Victoria at Chimbel, Ravi Naik in Ponda, Babush in Taleigao.
Goans are destined for a miserable fate in the demographic
tidal wave that's coming (for a preview, look at Assam
and the northeast). Unless you wake up NOW. Neither BJP
nor the Kangress are in it to save us. The need of the
hour is a committed regional political party, and an army
of thoroughbred Goan chauvinists. Dispense with the niceties.

A jaunt through Karnataka is revealing. All the hoo-ha
about Bangalore and IT is a mirage. Poverty levels in rural
Karnataka remain unmitigated. As for UP or Bihar or Orissa,
the poor there are not just poor, they are wretchedly poor.
The Indian state and their own political systems have
failed the poor souls. It is no surprise why these folks
would want to escape their dreadful surroundings and
come to Goa. They bring with them their execrable habits
in matters both personal and civic. But the central point is
this: Goa cannot be a bottomless receptacle for India's
limitless indigent, its riffraff and its teeming dregs. We
shouldn't have to pay for the failures of the rest of India.
Don't let the faux Gandhians, the silly NGOs, or Marxist
rabble give you a guilt trip about compassion towards
the poor and hooey of the sort. We know what they
really want: for us to merge in the Great Indian Ghetto.
They will talk about the rights of ghatis but never mention
the responsibilities that go with rights.

The ghati menace cannot be tackled at the source, since the
supply side has no intention whatsoever of turning off the tap.
It is the demand side - that is, us Goans - that has to swing
into action. The ghati has to feel the force of an unwelcoming
environment, and it has to happen on two levels, viz., the Goa
government and the Goan citizen.

Possible proposals for the citizen include -

- 'Adopt' 10 ghatis, and encourage them to leave Goa. Buy
their return ticket if possible. Persuade your friends and
family to do likewise.
- Don't hire ghatis. Once the jobs dry up they will be
forced to move elsewhere. Don't patronize businesses that
hire ghatis. There are now ghatis not just in construction.
- Report violations by ghati hawkers, vendors, squatters,
encroachers, loiterers etc to the local authorities. Impel your
municipality/police to take action. Any fouling of public spaces
must have consequences.

On the government side, the following must happen -
- Cut off the welfare (free medical aid, ration cards etc) doled
out to ghatis and paid for by the Goan taxpayer.
- Shore up monitoring, vigilance and law-enforcement of
all our public spaces, parks, footpaths, beaches etc.
- Policy changes must include adoption of modern construction
methods. The work of 500 ghatis can be done by 5 with current
technology. The govt will have to lean on the builders - addicted
to dirt cheap human labour - to embrace state-of-the-art
techniques. This can be the one single stroke through which
the ghati menace can be reversed.
- Clear all the illegal slums, a must if Goa is to remain the
civilized place it is.
- Institute a complete overhaul of the tourism policy.

It is obvious that the government part of the deal will certainly
not come to pass under either the BJP or the Kangress. Both are
beholden to their respective builder buddies and other vested
interests. The time for a regional party of Goan chauvinists is
overdue. Will Goans stand up and be counted? Or will be have
Chief Minister Yellappa of Goa voted in in 10 years time?

ps: If - a big if - Goans get their act together there will surely
be some backlash from people and politicos from the El Paradisos
exporting ghatis to Goa. Not to worry. We will dispatch
Frederick N, our ambassador of love and compassion, on a
peace mission. He is uniquely qualified for this task, he being
the only Goan to have correctly understood what "Goan Identity"
is all about. As we all know, his Goan Identity Theorem states
that there is really no such thing as a Goan Identity and even if
there is one, it is to be found only in non-Goans. In fact, further
research on the Identity Theorem has disclosed that there is
really no such thing as Goa to begin with!

Thanks Rajan,
That was great but sadly, as I said many times here before, we/Goa cannot
manage without 'Ghantis' and I will soon comment on it separately.

I would like to visit as 'aam admi' and not as NRI or JoeGoaUk or I will send

I have received a burst of email from Goans in Goa
as well as from around the world expressing angst
and anger about the "ghati menace." Goan anger is
clearly on the boil, something I have seen for myself
in the course of my peregrinations around the state.

But for anger to be useful it has to be channelized into
positive action. There is a thirst now for a fresh political
movement. Will we see the emergence of a new leadership?
A new Jack Sequeira?

Our current cast of pols in BOTH the parties have sold
us out. They will sell their mothers for a few votes.

Several of you have raised questions that are similar in
tenour. Instead of individual responses, let me summarize
the gist here:

"Goa needs plumbers, masons, fruit-sellers etc and Goans
are not available for these jobs."

Answer: First of all, I didn't say the solution was going
to be painless. Every Goan will have to play his or her
part in the sacrifice. Our own shortcomings are what
got us into this soup in the first place.

There are any number of instances of Goan employers
bypassing Goans and hiring ghatis instead. Goans
demand a higher wage, whereas the ghati is willing to
work for crumbs. It suits the employer to claim that
Goans are not available. We have had ghatis in our
midst for decades, but the numbers were nothing like
this. Today they are like locusts on the landscape. We
cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.

Goans still have the upper hand to effect change. But
the window will not stay open for long. Our entire
administrative chain is compromised: the panch,
sarpanch, mamlatdar, collector, municipality, police,
to the politicos eyeing their ghati vote banks.

The message to the Goan ought to be clear: fight back
now or face extinction. The need of the hour is the
good ol' committed Goan chauvinist.

I, Floriano Lobo, a Moidekar Goan, may be put down in the history of Goa as
one of the pukka Goa Centric Chauvinist Goan.

Your call to 'All Goan Chauvinists' may be interpreted in two ways. (1) A
Goan who is Goa Centric Chauvinist, or (2) Any and all Goans who are just
Chauvinist in nature and by birth. Which Goan/s are you calling upon?

BTW, I should be put down in the first category.

Therefore, as a Goa Centric Chauvinist, I shall try to reply to your post

neighbour-hood job?

talked about Goa fast attaining the title of being Mumbai's Dharavi. I shall
do it again. Just refer to Chapter [XVI] ( Employment & Labour) -Page 71.

least this bit, of setting up a security business, training et al. But I
guess these people are more tired-out than retired. Just open up Chapter

by the one who goes by your name. People had high hopes in this man,
including me. But it has been just the water on duck's back. If you mean
what you say, you can take that name ahead and accomplish all that is to be
accomplished for Goa and Goans.

I invite you, sir, to be the first one to give your committment to Goa's
well being and join me, along with other GOA CENTRIC GOAN CHAUVINISTS in
the Goa Su-Raj Party to shape a new leader (in the splitting image of Jack
de Sequeira, if required and if it is going to do good for Goa and Goans),

to identify a matured, good person, from Siolim and went about talking to

for a while and said. "Floriano, I read your website regularly. You need not
tell me anything more. I know it all. Above all, I like what is being said"

"Well" I said, "I guess there is nothing more we need to talk about" . "I
want you with me. Think about it. Sooner the better"

He walked me to his gate and said " Floriano, if only there were more people
with you, I could come in with a lot of other guys".

I looked at him with my special look and made a statement. "YOU HAVE
FORGOTTEN YOUR BIBLE" I said.

"What has the Bible got to do with politics?" he queried.

"Well, my friend" I said to him. "You mut know that when a man called
'Jesus' started out, he did not walk with the other twelve. He walked alone
and went about finding the other 12 so he could take the whole world"

With that, I left. I have never heard from this Goa Su-Raj website savy
gentleman ever again.

so many unemployed Goan boys around the villages,

become "guards." This is a whole new racket now.

demand a higher wage, whereas the ghati is willing to

Goans are not available. We have had ghatis in our

cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

locust hordes are cultivated and inordinately well looked after by their

neighbour-hood job?

talked about Goa fast attaining the title of being Mumbai's Dharavi. I shall

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.
FL: We have a lot of retired police officers in Goa. They could have done at
least this bit, of setting up a security business, training et al. But I
guess these people are more tired-out than retired. Just open up Chapter
I - Page 22 of the Goa Su-Raj Road Map for Goa and look for item 8 (Security

Some people imagine that just because Goans/Indians
emigrate it is alright for people to come to Goa and
sh*t on it. This 'argument' is so asymmetrical that I
am surprised I have to explain it.


Third world people who emigrate to Western countries
or to the Gulf do not have carte blanche to go foul up
those places. There are civic and social norms to play
and live by. You don't find Goans sh*tting on the waterline
in Dubai or Cape Town, or squatting on public land.
Furthermore, intake of visitors in these countries is
controlled - you can't simply walk across the borders
and pitch your tent. Even with all these controls in
place Western countries - with all their superior resouces -
have severe problems with excessive immigration,
something invisible to only the far-left loonies. Now
imagine Goa - no controls, no nothing, no comparable
resources, and the swarm of unwashed ghatis descending
en masse - you can fill in the blanks.

Also consider this - the biggest thing Goa had going for
it was that it was "not-India." We had none or little of
the squalor, the crowds, the crudeness, or the desolation
that has come to characterize post-Independence
India (and this despite the best effort of our Goan pols

to 'cure' Goa). The transcendent beauty, character and

tranquility of our land, our villages, were to be found
NOWHERE else in India. This was the last and final
corner of civilized space left in all of India. The ghati
plague will change all that. The ghati brings the worst
of India to the best of places. He now has complete

freedom to sh*t & stomp as he pleases. We recognize
that these are human beings, with the same aspirations
and hopes common to the rest of humanity. But Goa
cannot be the bottomless sink for India's impoverished,
and Goa shouldn't have to bear the brunt of the abysmal
failures of the rest of the country in bettering the lives
of its people.

Entropy in Goa is guaranteed to increase rapidly courtesy
the ghatic menace. Unless Goans wake up and take

charge of their own destiny.

[Goanet] Calling All Goan Chauvinists

It's me again,

Well, we too saw that Panwala sitting under the tamarind tree/lamp shade on the
main Campal-Miramar road and at the entrance of Goa Marriott Road. When visited
few days later, he was not there. Thanks to Rajan.
(There is another one at Miramar circle by the bus stop/shed and one at near
Magsons under the tree, they are here for a long time).

Again, from the Children park campal to Panjim ferry (a stretch of about
300mtrs footpath) there are 10 bellpuriwalas and more added almost every month.
In the year 2005, there were none, 2006 there were about 3 but 2007 upto Sept.
there are now 10.
Com. Luis Bachan says 'now you see Belpuriwalas, see how they put fingers in
their noses, see how we Goans eating their Belpuris'


(Recently the owner of 'Goa burger King' near Miramar circle was arrested by
the police as about 5 people were admitted to nearby hospitals after they fell
sick eating some Chicken products from GBK gadda).

Nearby river (opp. Dempo house) has become their garbage dumping site.
Fishermen/women too dump their rotton fish here so also the fruit/vegetable
vendors.

Ok, coming to the main pont- non-Goans (popularly known as 'ghantis')
As, I said several times, we/Goa cannot manage without them as there are not
many Goans in Goa. Let me put it differently this time:

Tourism:
About 2 million visit Goa every year (both domestic & Foreign)
Take into account number of hotels (all stars), low budget/guesthouses,
restaurant/shacks, road side gaddas etc.
About 25% of the Goa?s population earn their livelihood directly and indirectly
from tourism activities i.e. about 3.75 lacs of which about 2 lacs will be
non-Goans..

Construction:
Buildings, houses, Roads etc
How many construction sites we see all over Goa now a day?
And who are the construction workers ?
Defintely, not our 'Kunbis' which reminds me of their traditional song:

XETAM ROILEAM KONNEN? VAURADEANI
ROSTE ABDNLEAI KONNEM? VAURADEANI

Fishing:
About 10,000 non-Goans working in this sector.
These are the people who work on fishing trawlers, Canoes, fish market etc.
Almost all such fishing vessels man and run by non-Goans.
Majority of the vessel owners are Goans
There are about 900 fishing vessels registered in Goa.
Each fishing trawler takes abot 8-12 onboard

Agriculture:
Majority workers are non-Goans, we caanot mange without them.

Fruit/Vegetable/garments etc Vendors
This area seems always belongs to non-Goans (Except Dona-Paula Jetty, and
recently some road side vendors like Agassaim, Nagoa-Verna bypass etc

In view of above, year 2010 Goa population census likely to show 50:50 ratio.
That's half Goans and half non-Goans.
And if no steps are taken.. year 2020 census would be 3:1 where Goans will be
the minority.

To Goanet -

I have received an email asking if I advocate Shiv Sena type
violent tactics to deal with the influx of immigrants into Goa.
The answer to that is: No, I don't.

Already the government and its administrative machinery
have at their disposal the devices necessary to immediately
present a first line of defense: stop the ration card fraud,
slow down the pace of construction, demolish the illegal
slums, tighten enforcement of civic laws, order the police
to do its job honestly, and so on.

Right now it is far too easy for any ghati to saunter
in and shit here. Word is already out in the destitute
expanses of the country that Goa is THE place to be.
When you hear stories about fellow ghati beggars pulling
in a respectable 200-300 rupees a day during the season
by pestering white tourists, boy, why would you want to
languish in your local UP or Bihari village dumpster?

The criminal actions (or non-actions) of the Goa
government, regardless of the party in power, are
calculated to encourage the streaming in of ghatis.
They make for excellent vote banks (ask Digambar
Kamat, your secular CM).

Some Goans argue that we need ghatis to do our odd jobs.
This is fallacious thinking. For every required ghati there
are 100 others coming in. Goa has seen nothing like this
in its post-Liberation history. The path ahead leads to
a chute which opens into a gutter. You heard it first here.

Unless you are innumerate, it would be impossible to miss
the implications: a demographic tsunami is staring us in
the face. Imagine, only a couple of districts of Karnataka
are sufficient to overwhelm Goans and here we are facing
the prospect of ghatis converging from several
bursting-at-the-seams impoverished Indian states.

I read Chandrakant Keni in today's Navhind Times where
he alludes to the "unexpected immigration" problem. Goan
intellectuals are seized with the issue but everyone is too
polite to call it for what it is: demographic warfare waged
against Goa by a swarm of uncouth, illiterate, uncultured
ghatis. Not the kind of people you want around your house.

When I was living in Gurgaon - that hellhole touted as
the 'new India' - earlier this year I read a startling statistic,
in the local edition of the Hindustan Times, if I correctly
recall:

In 2001 the population of Gurgaon was 2 lakhs. In 2007
the population of Gurgaon is 15 lakhs (greater than the
population of Goa) out of which 5 lakhs live in shanties.
And I suspect this is an undercount.

If that doesn't shake up the Goan nothing will.

Great! And finally, we have some concrete suggestions on how to deal
with the problems that Goa is facing. Such concrete suggestions present
a set of issues for debate and enable the process of evolving a plan of
action. How nice it would be if we could stick to these rather than
engage in name-calling and stereotyping of individuals and communities.

What exactly is this ration card fraud? Are ration cards being issued to
fictitious people? It that is the case, of course it must be stopped.

In the past 20 years I have lived in 5 different towns in 4 Indian
states. In each of these places, within a year of moving to that place I
obtained a ration card and enrolled myself on the electoral roll, both
perfectly legitimately and legally. These are basic rights of all Indian
citizens.

Irregularities, illegalities and frauds in these matters must certainly
be acted against. But basic rights cannot be denied.
slow down the pace of construction,
I would most emphatically agree with this; it is probably the one single
step that can make the biggest difference. Freeze all land conversions
for a certain period, permanently scrap any plans for SEZs, allow
constructions only strictly as per the law and as per plans which are
made with people's participation. This is the kind of thing the GBA has
been talking about, and more power to them!

One should add here -- put strict controls on the growth of tourism.
While this industry is touted as bringing multiple benefits to Goa, it
is an unmitigated disaster. JGF was on the right track 20 years ago; it
is time to rise again and oppose the kind of tourism we are seeing in Goa.
demolish the illegal slums
Yes, there are proper procedures and laws to establish the illegality of
slums, and once these are followed and the case made, and rehabilitation
provided as per the law, certainly slums can be demolished. The problem
with the demolitions in Baina, to take one example, was not the
demolition per se, but that the agreed-upon rehabilitation measures have
not materialised to date (as was confessed recently by the Chairperson

Unlike some pessimists, I believe that the ghati menace in Goa
can be reversed and substantially scaled down provided Goans
awaken from their slumber. The birth of a new enlightened
leadership is essential to this effort, perhaps a parallel GBA-like
entity. The situation is analogous to the well-known Prisoner's
Dilemma of Game Theory - if Goans cooperate towards the
goal of reducing ghati numbers, the outcome will be favourable.
Else brace yourself for the advent of SGZs (Special Ghati Zones) in
every Goan village and town.

Do not be distracted by the cynics, the nay-sayers, or the yelpings
of stray pups. Pay no heed whatsoever to them. Every Goan can
help in this noble cause whether you are resident in Goa, outside
Goa, or outside India. The help from those outside Goa can take on
a variety of forms -financial, logistical, etc, whatever suits your
temperament. Let not anyone give you the rubbish line that you
have surrendered your right to speak on matters Goan because
you have chosen to live elsewhere.

have the murderous skills of the commie Naxalites to achieve
our ends. And I have already remarked that we don't want to
emulate the Shiv Sena type fellows either. This has got to be
a swayambhu Goan movement, unaffiliated with religion or
caste. We must all be Goemkaars first and last in the fight
for this second Liberation of Goa. After that we can go back
to our Konkani-Marathi/Romi-Devnagari/Saraswat-chardde
skirmishes in peace. Right now, the focus should be on the
ghati menace.

UNITE ! You could be a Hindu or a Cirist?o, a BJP or a Kangress
voter, communal or secular, pro-Romi-lipi or pro-Devnagari. If
you are a Goan zealot, committed to preserving our little corner
of paradise, you're in. We know of the scourge that are the rich,
avaricious Dilliwallahs and other uncultured Indian fatcats
gobbling up our real estate, and we know of the Russian mafia
and other assorted white trash stalking our land. Here I shall
address an equally invasive cancer on the Goanscape - the
blight wrought by the ghati deluge, something that threatens
to clone Goa into another squalid district of Karnataka or Bihar.

The GBA has trained its focus on only one - albeit very
important - issue, that of dealing with the land mafia. There is
as yet no organized effort to address the other big elephant in
the room, what I term the "ghati menace." It is now a full-scale
invasion. These are not just the construction driven migrant
workers we imagine them to be (to call them "migrant" is a
mistake - they have no intention of leaving). The footprint
now extends over a much larger area, and the ghati profile
has expanded to include highly undesirable elements. They
come in droves from Karnataka, AP, UP, Bihar, Jharkhand and
Orissa for Goa has for them the appeal of a Dubai. Given
the fabled laissez faireism of the Goan, we will soon
have on our land not only the 6 damning SEZs but another
100 SGZs (Special Ghati Zones). The ghatis are now
EVERYWHERE, on the prowl not just in our cities but in our
remotest villages. We must prepare for Goa's second
Liberation or risk obliteration. To achieve that the Goan
has to put on his or her chauvinistic hat, for nice people
can accomplish nothing in India.

Most Goans don't stir out of bed before 9 am, a fact
noted in Encyclopaedia Brittanica. But if a Goan should
saunter around the waterline - say, from Dona Paula and
Panjim, or from Malim jetty to Reis Magos - between 6 and 7
in the morning, you would be witness to the sight of an array
of ghatis evacuating virtually everywhere in the open. It is
a public disgrace. Where do you think they sleep at night?
In our parks, gardens, and on the footpaths. In Panjim you
have ungainly clusters of ghati men loitering along the river
sidewalk (when they are not pissing or shitting on it). From
late evenings until well into the night one now sees posse
after posse of ghatis meandering around town. This is a
sure deterrent to our women and children going about
freely. What were intended as civilized, wholesome public
spaces are now home to ghatis sitting on their haunches as
in all the towns across Karnataka or UP. Our law enforcement
apparatus is not just missing in action, they are active
catalysts in the decay, and hafta-taking is rife. This is a
complete breakdown of our civic systems.

Just the other day an unwashed UP bhaiyya plonked a
paan stall bang in the middle of the sidewalk along the
Campal road near Magsons. I asked him if he had a permit
to which he replied in the negative. I could soon see a
gaggle of ghatis congregating around the stall, squatting
and loitering, and a developing art gallery of paan spit
splotches on the pavement (the ghati contribution to Indian
culture). I called my councilor and had the fellow evicted.
But it is small comfort since this is happening all over.
Unauthorized ghati hawkers are legion in Miramar and
other places in Goa.

Acquiring a ration card is a cinch for the newly arrived
ghati but the Goan has to jump through hoops to get one.
Digambar Kamat has solidified his ghati votebank at Motidongor,
Victoria at Chimbel, Ravi Naik in Ponda, Babush in Taleigao.
Goans are destined for a miserable fate in the demographic
tidal wave that's coming (for a preview, look at Assam
and the northeast). Unless you wake up NOW. Neither BJP
nor the Kangress are in it to save us. The need of the
hour is a committed regional political party, and an army
of thoroughbred Goan chauvinists. Dispense with the niceties.

A jaunt through Karnataka is revealing. All the hoo-ha
about Bangalore and IT is a mirage. Poverty levels in rural
Karnataka remain unmitigated. As for UP or Bihar or Orissa,
the poor there are not just poor, they are wretchedly poor.
The Indian state and their own political systems have
failed the poor souls. It is no surprise why these folks
would want to escape their dreadful surroundings and
come to Goa. They bring with them their execrable habits
in matters both personal and civic. But the central point is
this: Goa cannot be a bottomless receptacle for India's
limitless indigent, its riffraff and its teeming dregs. We
shouldn't have to pay for the failures of the rest of India.
Don't let the faux Gandhians, the silly NGOs, or Marxist
rabble give you a guilt trip about compassion towards
the poor and hooey of the sort. We know what they
really want: for us to merge in the Great Indian Ghetto.
They will talk about the rights of ghatis but never mention
the responsibilities that go with rights.

The ghati menace cannot be tackled at the source, since the
supply side has no intention whatsoever of turning off the tap.
It is the demand side - that is, us Goans - that has to swing
into action. The ghati has to feel the force of an unwelcoming
environment, and it has to happen on two levels, viz., the Goa
government and the Goan citizen.

Possible proposals for the citizen include -

- 'Adopt' 10 ghatis, and encourage them to leave Goa. Buy
their return ticket if possible. Persuade your friends and
family to do likewise.
- Don't hire ghatis. Once the jobs dry up they will be
forced to move elsewhere. Don't patronize businesses that
hire ghatis. There are now ghatis not just in construction.
- Report violations by ghati hawkers, vendors, squatters,
encroachers, loiterers etc to the local authorities. Impel your
municipality/police to take action. Any fouling of public spaces
must have consequences.

On the government side, the following must happen -
- Cut off the welfare (free medical aid, ration cards etc) doled
out to ghatis and paid for by the Goan taxpayer.
- Shore up monitoring, vigilance and law-enforcement of
all our public spaces, parks, footpaths, beaches etc.
- Policy changes must include adoption of modern construction
methods. The work of 500 ghatis can be done by 5 with current
technology. The govt will have to lean on the builders - addicted
to dirt cheap human labour - to embrace state-of-the-art
techniques. This can be the one single stroke through which
the ghati menace can be reversed.
- Clear all the illegal slums, a must if Goa is to remain the
civilized place it is.
- Institute a complete overhaul of the tourism policy.

It is obvious that the government part of the deal will certainly
not come to pass under either the BJP or the Kangress. Both are
beholden to their respective builder buddies and other vested
interests. The time for a regional party of Goan chauvinists is
overdue. Will Goans stand up and be counted? Or will be have
Chief Minister Yellappa of Goa voted in in 10 years time?

To Goanet -

I have received a burst of email from Goans in Goa
as well as from around the world expressing angst
and anger about the "ghati menace." Goan anger is
clearly on the boil, something I have seen for myself
in the course of my peregrinations around the state.

But for anger to be useful it has to be channelized into
positive action. There is a thirst now for a fresh political
movement. Will we see the emergence of a new leadership?
A new Jack Sequeira?

Our current cast of pols in BOTH the parties have sold
us out. They will sell their mothers for a few votes.

Several of you have raised questions that are similar in
tenour. Instead of individual responses, let me summarize
the gist here:

"Goa needs plumbers, masons, fruit-sellers etc and Goans
are not available for these jobs."

Answer: First of all, I didn't say the solution was going
to be painless. Every Goan will have to play his or her
part in the sacrifice. Our own shortcomings are what
got us into this soup in the first place.

There are any number of instances of Goan employers
bypassing Goans and hiring ghatis instead. Goans
demand a higher wage, whereas the ghati is willing to
work for crumbs. It suits the employer to claim that
Goans are not available. We have had ghatis in our
midst for decades, but the numbers were nothing like
this. Today they are like locusts on the landscape. We
cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.

Goans still have the upper hand to effect change. But
the window will not stay open for long. Our entire
administrative chain is compromised: the panch,
sarpanch, mamlatdar, collector, municipality, police,
to the politicos eyeing their ghati vote banks.

The message to the Goan ought to be clear: fight back
now or face extinction. The need of the hour is the
good ol' committed Goan chauvinist.

To Goanet -

Some people imagine that just because Goans/Indians
emigrate it is alright for people to come to Goa and
sh*t on it. This 'argument' is so asymmetrical that I
am surprised I have to explain it.


Third world people who emigrate to Western countries
or to the Gulf do not have carte blanche to go foul up
those places. There are civic and social norms to play
and live by. You don't find Goans sh*tting on the waterline
in Dubai or Cape Town, or squatting on public land.
Furthermore, intake of visitors in these countries is
controlled - you can't simply walk across the borders
and pitch your tent. Even with all these controls in
place Western countries - with all their superior resouces -
have severe problems with excessive immigration,
something invisible to only the far-left loonies. Now
imagine Goa - no controls, no nothing, no comparable
resources, and the swarm of unwashed ghatis descending
en masse - you can fill in the blanks.

Also consider this - the biggest thing Goa had going for
it was that it was "not-India." We had none or little of
the squalor, the crowds, the crudeness, or the desolation
that has come to characterize post-Independence
India (and this despite the best effort of our Goan pols

to 'cure' Goa). The transcendent beauty, character and

tranquility of our land, our villages, were to be found
NOWHERE else in India. This was the last and final
corner of civilized space left in all of India. The ghati
plague will change all that. The ghati brings the worst
of India to the best of places. He now has complete

freedom to sh*t & stomp as he pleases. We recognize
that these are human beings, with the same aspirations
and hopes common to the rest of humanity. But Goa
cannot be the bottomless sink for India's impoverished,
and Goa shouldn't have to bear the brunt of the abysmal
failures of the rest of the country in bettering the lives
of its people.

Entropy in Goa is guaranteed to increase rapidly courtesy
the ghatic menace. Unless Goans wake up and take

charge of their own destiny.

[Goanet] Calling All Goan Chauvinists

It's me again,

Well, we too saw that Panwala sitting under the tamarind tree/lamp shade on the
main Campal-Miramar road and at the entrance of Goa Marriott Road. When visited
few days later, he was not there. Thanks to Rajan.
(There is another one at Miramar circle by the bus stop/shed and one at near
Magsons under the tree, they are here for a long time).

Again, from the Children park campal to Panjim ferry (a stretch of about
300mtrs footpath) there are 10 bellpuriwalas and more added almost every month.
In the year 2005, there were none, 2006 there were about 3 but 2007 upto Sept.
there are now 10.
Com. Luis Bachan says 'now you see Belpuriwalas, see how they put fingers in
their noses, see how we Goans eating their Belpuris'

(Recently the owner of 'Goa burger King' near Miramar circle was arrested by
the police as about 5 people were admitted to nearby hospitals after they fell
sick eating some Chicken products from GBK gadda).

Nearby river (opp. Dempo house) has become their garbage dumping site.
Fishermen/women too dump their rotton fish here so also the fruit/vegetable
vendors.

Ok, coming to the main pont- non-Goans (popularly known as 'ghantis')
As, I said several times, we/Goa cannot manage without them as there are not
many Goans in Goa. Let me put it differently this time:

Tourism:
About 2 million visit Goa every year (both domestic & Foreign)
Take into account number of hotels (all stars), low budget/guesthouses,
restaurant/shacks, road side gaddas etc.
About 25% of the Goa?s population earn their livelihood directly and indirectly
from tourism activities i.e. about 3.75 lacs of which about 2 lacs will be
non-Goans..

Construction:
Buildings, houses, Roads etc
How many construction sites we see all over Goa now a day?
And who are the construction workers ?
Defintely, not our 'Kunbis' which reminds me of their traditional song:

About 10,000 non-Goans working in this sector.
These are the people who work on fishing trawlers, Canoes, fish market etc.
Almost all such fishing vessels man and run by non-Goans.
Majority of the vessel owners are Goans
There are about 900 fishing vessels registered in Goa.
Each fishing trawler takes abot 8-12 onboard

Agriculture:
Majority workers are non-Goans, we caanot mange without them.

Fruit/Vegetable/garments etc Vendors
This area seems always belongs to non-Goans (Except Dona-Paula Jetty, and
recently some road side vendors like Agassaim, Nagoa-Verna bypass etc

In view of above, year 2010 Goa population census likely to show 50:50 ratio.
That's half Goans and half non-Goans.
And if no steps are taken.. year 2020 census would be 3:1 where Goans will be
the minority.

To Goanet -

I have received an email asking if I advocate Shiv Sena type
violent tactics to deal with the influx of immigrants into Goa.
The answer to that is: No, I don't.

Already the government and its administrative machinery
have at their disposal the devices necessary to immediately
present a first line of defense: stop the ration card fraud,
slow down the pace of construction, demolish the illegal
slums, tighten enforcement of civic laws, order the police
to do its job honestly, and so on.

Right now it is far too easy for any ghati to saunter
in and shit here. Word is already out in the destitute
expanses of the country that Goa is THE place to be.
When you hear stories about fellow ghati beggars pulling
in a respectable 200-300 rupees a day during the season
by pestering white tourists, boy, why would you want to
languish in your local UP or Bihari village dumpster?

The criminal actions (or non-actions) of the Goa
government, regardless of the party in power, are
calculated to encourage the streaming in of ghatis.
They make for excellent vote banks (ask Digambar
Kamat, your secular CM).

Some Goans argue that we need ghatis to do our odd jobs.
This is fallacious thinking. For every required ghati there
are 100 others coming in. Goa has seen nothing like this
in its post-Liberation history. The path ahead leads to
a chute which opens into a gutter. You heard it first here.

Unless you are innumerate, it would be impossible to miss
the implications: a demographic tsunami is staring us in
the face. Imagine, only a couple of districts of Karnataka
are sufficient to overwhelm Goans and here we are facing
the prospect of ghatis converging from several
bursting-at-the-seams impoverished Indian states.

I read Chandrakant Keni in today's Navhind Times where
he alludes to the "unexpected immigration" problem. Goan
intellectuals are seized with the issue but everyone is too
polite to call it for what it is: demographic warfare waged
against Goa by a swarm of uncouth, illiterate, uncultured
ghatis. Not the kind of people you want around your house.

When I was living in Gurgaon - that hellhole touted as
the 'new India' - earlier this year I read a startling statistic,
in the local edition of the Hindustan Times, if I correctly
recall:

In 2001 the population of Gurgaon was 2 lakhs. In 2007
the population of Gurgaon is 15 lakhs (greater than the
population of Goa) out of which 5 lakhs live in shanties.
And I suspect this is an undercount.

If that doesn't shake up the Goan nothing will.

Great! And finally, we have some concrete suggestions on how to deal
with the problems that Goa is facing. Such concrete suggestions present
a set of issues for debate and enable the process of evolving a plan of
action. How nice it would be if we could stick to these rather than
engage in name-calling and stereotyping of individuals and communities.
Already the government and its administrative machinery

What exactly is this ration card fraud? Are ration cards being issued to
fictitious people? It that is the case, of course it must be stopped.

In the past 20 years I have lived in 5 different towns in 4 Indian
states. In each of these places, within a year of moving to that place I
obtained a ration card and enrolled myself on the electoral roll, both
perfectly legitimately and legally. These are basic rights of all Indian
citizens.

Irregularities, illegalities and frauds in these matters must certainly
be acted against. But basic rights cannot be denied.

I would most emphatically agree with this; it is probably the one single
step that can make the biggest difference. Freeze all land conversions
for a certain period, permanently scrap any plans for SEZs, allow
constructions only strictly as per the law and as per plans which are
made with people's participation. This is the kind of thing the GBA has
been talking about, and more power to them!

One should add here -- put strict controls on the growth of tourism.
While this industry is touted as bringing multiple benefits to Goa, it
is an unmitigated disaster. JGF was on the right track 20 years ago; it
is time to rise again and oppose the kind of tourism we are seeing in Goa.

Yes, there are proper procedures and laws to establish the illegality of
slums, and once these are followed and the case made, and rehabilitation
provided as per the law, certainly slums can be demolished. The problem
with the demolitions in Baina, to take one example, was not the
demolition per se, but that the agreed-upon rehabilitation measures have
not materialised to date (as was confessed recently by the Chairperson
of the Goa State Women's Commission), resulting in a problem worse than
they claimed to solve.
tighten enforcement of civic laws, order the police
to do its job honestly, and so on.
Most certainly. I would add that honestly also means fairly, i.e.,
applying the law equally to all, not selectively targeting particular
groups or communities while sparing others, as our politicians and the
police are wont to do.

As you say, there are many things that can, and should, be done.

Unfortunately, after one short paragraph devoted to meaningful
suggestions, the rest of the post again descends into the now-familiar
and sickening abuse, prejudice and bigotry, effectively putting a
stopper on further discussion.

Unlike some pessimists, I believe that the ghati menace in Goa
can be reversed and substantially scaled down provided Goans
awaken from their slumber. The birth of a new enlightened
leadership is essential to this effort, perhaps a parallel GBA-like
entity. The situation is analogous to the well-known Prisoner's
Dilemma of Game Theory - if Goans cooperate towards the
goal of reducing ghati numbers, the outcome will be favourable.
Else brace yourself for the advent of SGZs (Special Ghati Zones) in
every Goan village and town.

Do not be distracted by the cynics, the nay-sayers, or the yelpings
of stray pups. Pay no heed whatsoever to them. Every Goan can
help in this noble cause whether you are resident in Goa, outside
Goa, or outside India. The help from those outside Goa can take on
a variety of forms -financial, logistical, etc, whatever suits your
temperament. Let not anyone give you the rubbish line that you
have surrendered your right to speak on matters Goan because
you have chosen to live elsewhere.

Likewise there should be no discrimination as regards the ghati -
a ghati is a ghati is a ghati, his religion or state of origin matters
not a whit.

Now we Goans are a civilized lot so we have to go about solving
this problem in a civilized, efficient manner. We have neither the
expertise nor the hands-on experience of those belonging
to the Religion of Peace who have depleted Kashmir of its Hindu
pandits or Pakistan/Bangladesh of its Hindu count. Nor do we
have the murderous skills of the commie Naxalites to achieve
our ends. And I have already remarked that we don't want to
emulate the Shiv Sena type fellows either. This has got to be
a swayambhu Goan movement, unaffiliated with religion or
caste. We must all be Goemkaars first and last in the fight
for this second Liberation of Goa. After that we can go back
to our Konkani-Marathi/Romi-Devnagari/Saraswat-chardde
skirmishes in peace. Right now, the focus should be on the
ghati menace.

Dear Goan chauvinists,

UNITE ! You could be a Hindu or a Cirist?o, a BJP or a Kangress
voter, communal or secular, pro-Romi-lipi or pro-Devnagari. If
you are a Goan zealot, committed to preserving our little corner
of paradise, you're in. We know of the scourge that are the rich,
avaricious Dilliwallahs and other uncultured Indian fatcats
gobbling up our real estate, and we know of the Russian mafia
and other assorted white trash stalking our land. Here I shall
address an equally invasive cancer on the Goanscape - the
blight wrought by the ghati deluge, something that threatens
to clone Goa into another squalid district of Karnataka or Bihar.

The GBA has trained its focus on only one - albeit very
important - issue, that of dealing with the land mafia. There is
as yet no organized effort to address the other big elephant in
the room, what I term the "ghati menace." It is now a full-scale
invasion. These are not just the construction driven migrant
workers we imagine them to be (to call them "migrant" is a
mistake - they have no intention of leaving). The footprint
now extends over a much larger area, and the ghati profile
has expanded to include highly undesirable elements. They
come in droves from Karnataka, AP, UP, Bihar, Jharkhand and
Orissa for Goa has for them the appeal of a Dubai. Given
the fabled laissez faireism of the Goan, we will soon
have on our land not only the 6 damning SEZs but another
100 SGZs (Special Ghati Zones). The ghatis are now
EVERYWHERE, on the prowl not just in our cities but in our
remotest villages. We must prepare for Goa's second
Liberation or risk obliteration. To achieve that the Goan
has to put on his or her chauvinistic hat, for nice people
can accomplish nothing in India.

Most Goans don't stir out of bed before 9 am, a fact
noted in Encyclopaedia Brittanica. But if a Goan should
saunter around the waterline - say, from Dona Paula and
Panjim, or from Malim jetty to Reis Magos - between 6 and 7
in the morning, you would be witness to the sight of an array
of ghatis evacuating virtually everywhere in the open. It is
a public disgrace. Where do you think they sleep at night?
In our parks, gardens, and on the footpaths. In Panjim you
have ungainly clusters of ghati men loitering along the river
sidewalk (when they are not pissing or shitting on it). From
late evenings until well into the night one now sees posse
after posse of ghatis meandering around town. This is a
sure deterrent to our women and children going about
freely. What were intended as civilized, wholesome public
spaces are now home to ghatis sitting on their haunches as
in all the towns across Karnataka or UP. Our law enforcement
apparatus is not just missing in action, they are active
catalysts in the decay, and hafta-taking is rife. This is a
complete breakdown of our civic systems.

Just the other day an unwashed UP bhaiyya plonked a
paan stall bang in the middle of the sidewalk along the
Campal road near Magsons. I asked him if he had a permit
to which he replied in the negative. I could soon see a
gaggle of ghatis congregating around the stall, squatting
and loitering, and a developing art gallery of paan spit
splotches on the pavement (the ghati contribution to Indian
culture). I called my councilor and had the fellow evicted.
But it is small comfort since this is happening all over.
Unauthorized ghati hawkers are legion in Miramar and
other places in Goa.

Acquiring a ration card is a cinch for the newly arrived
ghati but the Goan has to jump through hoops to get one.
Digambar Kamat has solidified his ghati votebank at Motidongor,
Victoria at Chimbel, Ravi Naik in Ponda, Babush in Taleigao.
Goans are destined for a miserable fate in the demographic
tidal wave that's coming (for a preview, look at Assam
and the northeast). Unless you wake up NOW. Neither BJP
nor the Kangress are in it to save us. The need of the
hour is a committed regional political party, and an army
of thoroughbred Goan chauvinists. Dispense with the niceties.

A jaunt through Karnataka is revealing. All the hoo-ha
about Bangalore and IT is a mirage. Poverty levels in rural
Karnataka remain unmitigated. As for UP or Bihar or Orissa,
the poor there are not just poor, they are wretchedly poor.
The Indian state and their own political systems have
failed the poor souls. It is no surprise why these folks
would want to escape their dreadful surroundings and
come to Goa. They bring with them their execrable habits
in matters both personal and civic. But the central point is
this: Goa cannot be a bottomless receptacle for India's
limitless indigent, its riffraff and its teeming dregs. We
shouldn't have to pay for the failures of the rest of India.
Don't let the faux Gandhians, the silly NGOs, or Marxist
rabble give you a guilt trip about compassion towards
the poor and hooey of the sort. We know what they
really want: for us to merge in the Great Indian Ghetto.
They will talk about the rights of ghatis but never mention
the responsibilities that go with rights.

The ghati menace cannot be tackled at the source, since the
supply side has no intention whatsoever of turning off the tap.
It is the demand side - that is, us Goans - that has to swing
into action. The ghati has to feel the force of an unwelcoming
environment, and it has to happen on two levels, viz., the Goa
government and the Goan citizen.

Possible proposals for the citizen include -

- 'Adopt' 10 ghatis, and encourage them to leave Goa. Buy
their return ticket if possible. Persuade your friends and
family to do likewise.
- Don't hire ghatis. Once the jobs dry up they will be
forced to move elsewhere. Don't patronize businesses that
hire ghatis. There are now ghatis not just in construction.
- Report violations by ghati hawkers, vendors, squatters,
encroachers, loiterers etc to the local authorities. Impel your
municipality/police to take action. Any fouling of public spaces
must have consequences.

On the government side, the following must happen -
- Cut off the welfare (free medical aid, ration cards etc) doled
out to ghatis and paid for by the Goan taxpayer.
- Shore up monitoring, vigilance and law-enforcement of
all our public spaces, parks, footpaths, beaches etc.
- Policy changes must include adoption of modern construction
methods. The work of 500 ghatis can be done by 5 with current
technology. The govt will have to lean on the builders - addicted
to dirt cheap human labour - to embrace state-of-the-art
techniques. This can be the one single stroke through which
the ghati menace can be reversed.
- Clear all the illegal slums, a must if Goa is to remain the
civilized place it is.
- Institute a complete overhaul of the tourism policy.

It is obvious that the government part of the deal will certainly
not come to pass under either the BJP or the Kangress. Both are
beholden to their respective builder buddies and other vested
interests. The time for a regional party of Goan chauvinists is
overdue. Will Goans stand up and be counted? Or will be have
Chief Minister Yellappa of Goa voted in in 10 years time?

ps: If - a big if - Goans get their act together there will surely
be some backlash from people and politicos from the El Paradisos
exporting ghatis to Goa. Not to worry. We will dispatch
Frederick N, our ambassador of love and compassion, on a
peace mission. He is uniquely qualified for this task, he being
the only Goan to have correctly understood what "Goan Identity"
is all about. As we all know, his Goan Identity Theorem states
that there is really no such thing as a Goan Identity and even if
there is one, it is to be found only in non-Goans. In fact, further
research on the Identity Theorem has disclosed that there is
really no such thing as Goa to begin with!

I have received a burst of email from Goans in Goa
as well as from around the world expressing angst
and anger about the "ghati menace." Goan anger is
clearly on the boil, something I have seen for myself
in the course of my peregrinations around the state.

But for anger to be useful it has to be channelized into
positive action. There is a thirst now for a fresh political
movement. Will we see the emergence of a new leadership?
A new Jack Sequeira?

Our current cast of pols in BOTH the parties have sold
us out. They will sell their mothers for a few votes.

Several of you have raised questions that are similar in
tenour. Instead of individual responses, let me summarize
the gist here:

"Goa needs plumbers, masons, fruit-sellers etc and Goans
are not available for these jobs."

Answer: First of all, I didn't say the solution was going
to be painless. Every Goan will have to play his or her
part in the sacrifice. Our own shortcomings are what
got us into this soup in the first place.

There are any number of instances of Goan employers
bypassing Goans and hiring ghatis instead. Goans
demand a higher wage, whereas the ghati is willing to
work for crumbs. It suits the employer to claim that
Goans are not available. We have had ghatis in our
midst for decades, but the numbers were nothing like
this. Today they are like locusts on the landscape. We
cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.

Goans still have the upper hand to effect change. But
the window will not stay open for long. Our entire
administrative chain is compromised: the panch,
sarpanch, mamlatdar, collector, municipality, police,
to the politicos eyeing their ghati vote banks.

The message to the Goan ought to be clear: fight back
now or face extinction. The need of the hour is the
good ol' committed Goan chauvinist.

Some people imagine that just because Goans/Indians
emigrate it is alright for people to come to Goa and
sh*t on it. This 'argument' is so asymmetrical that I
am surprised I have to explain it.


Third world people who emigrate to Western countries
or to the Gulf do not have carte blanche to go foul up
those places. There are civic and social norms to play
and live by. You don't find Goans sh*tting on the waterline
in Dubai or Cape Town, or squatting on public land.
Furthermore, intake of visitors in these countries is
controlled - you can't simply walk across the borders
and pitch your tent. Even with all these controls in
place Western countries - with all their superior resouces -
have severe problems with excessive immigration,
something invisible to only the far-left loonies. Now
imagine Goa - no controls, no nothing, no comparable
resources, and the swarm of unwashed ghatis descending
en masse - you can fill in the blanks.

Also consider this - the biggest thing Goa had going for
it was that it was "not-India." We had none or little of
the squalor, the crowds, the crudeness, or the desolation
that has come to characterize post-Independence
India (and this despite the best effort of our Goan pols

to 'cure' Goa). The transcendent beauty, character and

tranquility of our land, our villages, were to be found
NOWHERE else in India. This was the last and final
corner of civilized space left in all of India. The ghati
plague will change all that. The ghati brings the worst
of India to the best of places. He now has complete

freedom to sh*t & stomp as he pleases. We recognize
that these are human beings, with the same aspirations
and hopes common to the rest of humanity. But Goa
cannot be the bottomless sink for India's impoverished,
and Goa shouldn't have to bear the brunt of the abysmal
failures of the rest of the country in bettering the lives
of its people.

Entropy in Goa is guaranteed to increase rapidly courtesy
the ghatic menace. Unless Goans wake up and take

charge of their own destiny.

[Goanet] Calling All Goan Chauvinists

It's me again,

Well, we too saw that Panwala sitting under the tamarind tree/lamp shade on the
main Campal-Miramar road and at the entrance of Goa Marriott Road. When visited
few days later, he was not there. Thanks to Rajan.
(There is another one at Miramar circle by the bus stop/shed and one at near
Magsons under the tree, they are here for a long time).

Again, from the Children park campal to Panjim ferry (a stretch of about
300mtrs footpath) there are 10 bellpuriwalas and more added almost every month.
In the year 2005, there were none, 2006 there were about 3 but 2007 upto Sept.
there are now 10.
Com. Luis Bachan says 'now you see Belpuriwalas, see how they put fingers in
their noses, see how we Goans eating their Belpuris'

(Recently the owner of 'Goa burger King' near Miramar circle was arrested by
the police as about 5 people were admitted to nearby hospitals after they fell
sick eating some Chicken products from GBK gadda).

Nearby river (opp. Dempo house) has become their garbage dumping site.
Fishermen/women too dump their rotton fish here so also the fruit/vegetable
vendors.

Ok, coming to the main pont- non-Goans (popularly known as 'ghantis')
As, I said several times, we/Goa cannot manage without them as there are not
many Goans in Goa. Let me put it differently this time:

Tourism:
About 2 million visit Goa every year (both domestic & Foreign)
Take into account number of hotels (all stars), low budget/guesthouses,
restaurant/shacks, road side gaddas etc.
About 25% of the Goa?s population earn their livelihood directly and indirectly
from tourism activities i.e. about 3.75 lacs of which about 2 lacs will be
non-Goans..

Construction:
Buildings, houses, Roads etc
How many construction sites we see all over Goa now a day?
And who are the construction workers ?
Defintely, not our 'Kunbis' which reminds me of their traditional song:

Fishing:
About 10,000 non-Goans working in this sector.
These are the people who work on fishing trawlers, Canoes, fish market etc.
Almost all such fishing vessels man and run by non-Goans.
Majority of the vessel owners are Goans
There are about 900 fishing vessels registered in Goa.
Each fishing trawler takes abot 8-12 onboard

Agriculture:
Majority workers are non-Goans, we caanot mange without them.

Fruit/Vegetable/garments etc Vendors
This area seems always belongs to non-Goans (Except Dona-Paula Jetty, and
recently some road side vendors like Agassaim, Nagoa-Verna bypass etc

In view of above, year 2010 Goa population census likely to show 50:50 ratio.
That's half Goans and half non-Goans.
And if no steps are taken.. year 2020 census would be 3:1 where Goans will be
the minority.

Right now it is far too easy for any ghati to saunter
in and shit here. Word is already out in the destitute
expanses of the country that Goa is THE place to be.
When you hear stories about fellow ghati beggars pulling
in a respectable 200-300 rupees a day during the season
by pestering white tourists, boy, why would you want to
languish in your local UP or Bihari village dumpster?

The criminal actions (or non-actions) of the Goa
government, regardless of the party in power, are
calculated to encourage the streaming in of ghatis.
They make for excellent vote banks (ask Digambar
Kamat, your secular CM).

Some Goans argue that we need ghatis to do our odd jobs.
This is fallacious thinking. For every required ghati there
are 100 others coming in. Goa has seen nothing like this
in its post-Liberation history. The path ahead leads to
a chute which opens into a gutter. You heard it first here.

Unless you are innumerate, it would be impossible to miss
the implications: a demographic tsunami is staring us in
the face. Imagine, only a couple of districts of Karnataka
are sufficient to overwhelm Goans and here we are facing
the prospect of ghatis converging from several
bursting-at-the-seams impoverished Indian states.

I read Chandrakant Keni in today's Navhind Times where
he alludes to the "unexpected immigration" problem. Goan
intellectuals are seized with the issue but everyone is too
polite to call it for what it is: demographic warfare waged
against Goa by a swarm of uncouth, illiterate, uncultured
ghatis. Not the kind of people you want around your house.

When I was living in Gurgaon - that hellhole touted as
the 'new India' - earlier this year I read a startling statistic,
in the local edition of the Hindustan Times, if I correctly
recall:

In 2001 the population of Gurgaon was 2 lakhs. In 2007
the population of Gurgaon is 15 lakhs (greater than the
population of Goa) out of which 5 lakhs live in shanties.
And I suspect this is an undercount.

If that doesn't shake up the Goan nothing will.

Unlike some pessimists, I believe that the ghati menace in Goa
can be reversed and substantially scaled down provided Goans
awaken from their slumber. The birth of a new enlightened
leadership is essential to this effort, perhaps a parallel GBA-like
entity. The situation is analogous to the well-known Prisoner's
Dilemma of Game Theory - if Goans cooperate towards the
goal of reducing ghati numbers, the outcome will be favourable.
Else brace yourself for the advent of SGZs (Special Ghati Zones) in
every Goan village and town.

Do not be distracted by the cynics, the nay-sayers, or the yelpings
of stray pups. Pay no heed whatsoever to them. Every Goan can
help in this noble cause whether you are resident in Goa, outside
Goa, or outside India. The help from those outside Goa can take on
a variety of forms -financial, logistical, etc, whatever suits your
temperament. Let not anyone give you the rubbish line that you
have surrendered your right to speak on matters Goan because
you have chosen to live elsewhere.

Likewise there should be no discrimination as regards the ghati -
a ghati is a ghati is a ghati, his religion or state of origin matters
not a whit.

Now we Goans are a civilized lot so we have to go about solving
this problem in a civilized, efficient manner. We have neither the
expertise nor the hands-on experience of those belonging
to the Religion of Peace who have depleted Kashmir of its Hindu
pandits or Pakistan/Bangladesh of its Hindu count. Nor do we
have the murderous skills of the commie Naxalites to achieve
our ends. And I have already remarked that we don't want to
emulate the Shiv Sena type fellows either. This has got to be
a swayambhu Goan movement, unaffiliated with religion or
caste. We must all be Goemkaars first and last in the fight
for this second Liberation of Goa. After that we can go back
to our Konkani-Marathi/Romi-Devnagari/Saraswat-chardde
skirmishes in peace. Right now, the focus should be on the
ghati menace.

UNITE ! You could be a Hindu or a Cirist?o, a BJP or a Kangress
voter, communal or secular, pro-Romi-lipi or pro-Devnagari. If
you are a Goan zealot, committed to preserving our little corner
of paradise, you're in. We know of the scourge that are the rich,
avaricious Dilliwallahs and other uncultured Indian fatcats
gobbling up our real estate, and we know of the Russian mafia
and other assorted white trash stalking our land. Here I shall
address an equally invasive cancer on the Goanscape - the
blight wrought by the ghati deluge, something that threatens
to clone Goa into another squalid district of Karnataka or Bihar.

The GBA has trained its focus on only one - albeit very
important - issue, that of dealing with the land mafia. There is
as yet no organized effort to address the other big elephant in
the room, what I term the "ghati menace." It is now a full-scale
invasion. These are not just the construction driven migrant
workers we imagine them to be (to call them "migrant" is a
mistake - they have no intention of leaving). The footprint
now extends over a much larger area, and the ghati profile
has expanded to include highly undesirable elements. They
come in droves from Karnataka, AP, UP, Bihar, Jharkhand and
Orissa for Goa has for them the appeal of a Dubai. Given
the fabled laissez faireism of the Goan, we will soon
have on our land not only the 6 damning SEZs but another
100 SGZs (Special Ghati Zones). The ghatis are now
EVERYWHERE, on the prowl not just in our cities but in our
remotest villages. We must prepare for Goa's second
Liberation or risk obliteration. To achieve that the Goan
has to put on his or her chauvinistic hat, for nice people
can accomplish nothing in India.

Most Goans don't stir out of bed before 9 am, a fact
noted in Encyclopaedia Brittanica. But if a Goan should
saunter around the waterline - say, from Dona Paula and
Panjim, or from Malim jetty to Reis Magos - between 6 and 7
in the morning, you would be witness to the sight of an array
of ghatis evacuating virtually everywhere in the open. It is
a public disgrace. Where do you think they sleep at night?
In our parks, gardens, and on the footpaths. In Panjim you
have ungainly clusters of ghati men loitering along the river
sidewalk (when they are not pissing or shitting on it). From
late evenings until well into the night one now sees posse
after posse of ghatis meandering around town. This is a
sure deterrent to our women and children going about
freely. What were intended as civilized, wholesome public
spaces are now home to ghatis sitting on their haunches as
in all the towns across Karnataka or UP. Our law enforcement
apparatus is not just missing in action, they are active
catalysts in the decay, and hafta-taking is rife. This is a
complete breakdown of our civic systems.

Just the other day an unwashed UP bhaiyya plonked a
paan stall bang in the middle of the sidewalk along the
Campal road near Magsons. I asked him if he had a permit
to which he replied in the negative. I could soon see a
gaggle of ghatis congregating around the stall, squatting
and loitering, and a developing art gallery of paan spit
splotches on the pavement (the ghati contribution to Indian
culture). I called my councilor and had the fellow evicted.
But it is small comfort since this is happening all over.
Unauthorized ghati hawkers are legion in Miramar and
other places in Goa.

Acquiring a ration card is a cinch for the newly arrived
ghati but the Goan has to jump through hoops to get one.
Digambar Kamat has solidified his ghati votebank at Motidongor,
Victoria at Chimbel, Ravi Naik in Ponda, Babush in Taleigao.
Goans are destined for a miserable fate in the demographic
tidal wave that's coming (for a preview, look at Assam
and the northeast). Unless you wake up NOW. Neither BJP
nor the Kangress are in it to save us. The need of the
hour is a committed regional political party, and an army
of thoroughbred Goan chauvinists. Dispense with the niceties.

A jaunt through Karnataka is revealing. All the hoo-ha
about Bangalore and IT is a mirage. Poverty levels in rural
Karnataka remain unmitigated. As for UP or Bihar or Orissa,
the poor there are not just poor, they are wretchedly poor.
The Indian state and their own political systems have
failed the poor souls. It is no surprise why these folks
would want to escape their dreadful surroundings and
come to Goa. They bring with them their execrable habits
in matters both personal and civic. But the central point is
this: Goa cannot be a bottomless receptacle for India's
limitless indigent, its riffraff and its teeming dregs. We
shouldn't have to pay for the failures of the rest of India.
Don't let the faux Gandhians, the silly NGOs, or Marxist
rabble give you a guilt trip about compassion towards
the poor and hooey of the sort. We know what they
really want: for us to merge in the Great Indian Ghetto.
They will talk about the rights of ghatis but never mention
the responsibilities that go with rights.

The ghati menace cannot be tackled at the source, since the
supply side has no intention whatsoever of turning off the tap.
It is the demand side - that is, us Goans - that has to swing
into action. The ghati has to feel the force of an unwelcoming
environment, and it has to happen on two levels, viz., the Goa
government and the Goan citizen.

Possible proposals for the citizen include -

- 'Adopt' 10 ghatis, and encourage them to leave Goa. Buy
their return ticket if possible. Persuade your friends and
family to do likewise.
- Don't hire ghatis. Once the jobs dry up they will be
forced to move elsewhere. Don't patronize businesses that
hire ghatis. There are now ghatis not just in construction.
- Report violations by ghati hawkers, vendors, squatters,
encroachers, loiterers etc to the local authorities. Impel your
municipality/police to take action. Any fouling of public spaces
must have consequences.

On the government side, the following must happen -
- Cut off the welfare (free medical aid, ration cards etc) doled
out to ghatis and paid for by the Goan taxpayer.
- Shore up monitoring, vigilance and law-enforcement of
all our public spaces, parks, footpaths, beaches etc.
- Policy changes must include adoption of modern construction
methods. The work of 500 ghatis can be done by 5 with current
technology. The govt will have to lean on the builders - addicted
to dirt cheap human labour - to embrace state-of-the-art
techniques. This can be the one single stroke through which
the ghati menace can be reversed.
- Clear all the illegal slums, a must if Goa is to remain the
civilized place it is.
- Institute a complete overhaul of the tourism policy.

It is obvious that the government part of the deal will certainly
not come to pass under either the BJP or the Kangress. Both are
beholden to their respective builder buddies and other vested
interests. The time for a regional party of Goan chauvinists is
overdue. Will Goans stand up and be counted? Or will be have
Chief Minister Yellappa of Goa voted in in 10 years time?

I have received a burst of email from Goans in Goa
as well as from around the world expressing angst
and anger about the "ghati menace." Goan anger is
clearly on the boil, something I have seen for myself
in the course of my peregrinations around the state.

But for anger to be useful it has to be channelized into
positive action. There is a thirst now for a fresh political
movement. Will we see the emergence of a new leadership?
A new Jack Sequeira?

Our current cast of pols in BOTH the parties have sold
us out. They will sell their mothers for a few votes.

Several of you have raised questions that are similar in
tenour. Instead of individual responses, let me summarize
the gist here:

"Goa needs plumbers, masons, fruit-sellers etc and Goans
are not available for these jobs."

Answer: First of all, I didn't say the solution was going
to be painless. Every Goan will have to play his or her
part in the sacrifice. Our own shortcomings are what
got us into this soup in the first place.

There are any number of instances of Goan employers
bypassing Goans and hiring ghatis instead. Goans
demand a higher wage, whereas the ghati is willing to
work for crumbs. It suits the employer to claim that
Goans are not available. We have had ghatis in our
midst for decades, but the numbers were nothing like
this. Today they are like locusts on the landscape. We
cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.

Goans still have the upper hand to effect change. But
the window will not stay open for long. Our entire
administrative chain is compromised: the panch,
sarpanch, mamlatdar, collector, municipality, police,
to the politicos eyeing their ghati vote banks.

The message to the Goan ought to be clear: fight back
now or face extinction. The need of the hour is the
good ol' committed Goan chauvinist.

Some people imagine that just because Goans/Indians
emigrate it is alright for people to come to Goa and
sh*t on it. This 'argument' is so asymmetrical that I
am surprised I have to explain it.


Third world people who emigrate to Western countries
or to the Gulf do not have carte blanche to go foul up
those places. There are civic and social norms to play
and live by. You don't find Goans sh*tting on the waterline
in Dubai or Cape Town, or squatting on public land.
Furthermore, intake of visitors in these countries is
controlled - you can't simply walk across the borders
and pitch your tent. Even with all these controls in
place Western countries - with all their superior resouces -
have severe problems with excessive immigration,
something invisible to only the far-left loonies. Now
imagine Goa - no controls, no nothing, no comparable
resources, and the swarm of unwashed ghatis descending
en masse - you can fill in the blanks.

Also consider this - the biggest thing Goa had going for
it was that it was "not-India." We had none or little of
the squalor, the crowds, the crudeness, or the desolation
that has come to characterize post-Independence
India (and this despite the best effort of our Goan pols

to 'cure' Goa). The transcendent beauty, character and

tranquility of our land, our villages, were to be found
NOWHERE else in India. This was the last and final
corner of civilized space left in all of India. The ghati
plague will change all that. The ghati brings the worst
of India to the best of places. He now has complete

freedom to sh*t & stomp as he pleases. We recognize
that these are human beings, with the same aspirations
and hopes common to the rest of humanity. But Goa
cannot be the bottomless sink for India's impoverished,
and Goa shouldn't have to bear the brunt of the abysmal
failures of the rest of the country in bettering the lives
of its people.

Entropy in Goa is guaranteed to increase rapidly courtesy
the ghatic menace. Unless Goans wake up and take

charge of their own destiny.

[Goanet] Calling All Goan Chauvinists

It's me again,

Well, we too saw that Panwala sitting under the tamarind tree/lamp shade on the
main Campal-Miramar road and at the entrance of Goa Marriott Road. When visited
few days later, he was not there. Thanks to Rajan.
(There is another one at Miramar circle by the bus stop/shed and one at near
Magsons under the tree, they are here for a long time).

Again, from the Children park campal to Panjim ferry (a stretch of about
300mtrs footpath) there are 10 bellpuriwalas and more added almost every month.
In the year 2005, there were none, 2006 there were about 3 but 2007 upto Sept.
there are now 10.
Com. Luis Bachan says 'now you see Belpuriwalas, see how they put fingers in
their noses, see how we Goans eating their Belpuris'

(Recently the owner of 'Goa burger King' near Miramar circle was arrested by
the police as about 5 people were admitted to nearby hospitals after they fell
sick eating some Chicken products from GBK gadda).

Nearby river (opp. Dempo house) has become their garbage dumping site.
Fishermen/women too dump their rotton fish here so also the fruit/vegetable
vendors.

Ok, coming to the main pont- non-Goans (popularly known as 'ghantis')
As, I said several times, we/Goa cannot manage without them as there are not
many Goans in Goa. Let me put it differently this time:

Tourism:
About 2 million visit Goa every year (both domestic & Foreign)
Take into account number of hotels (all stars), low budget/guesthouses,
restaurant/shacks, road side gaddas etc.
About 25% of the Goa?s population earn their livelihood directly and indirectly
from tourism activities i.e. about 3.75 lacs of which about 2 lacs will be
non-Goans..

Construction:
Buildings, houses, Roads etc
How many construction sites we see all over Goa now a day?
And who are the construction workers ?
Defintely, not our 'Kunbis' which reminds me of their traditional song:

About 10,000 non-Goans working in this sector.
These are the people who work on fishing trawlers, Canoes, fish market etc.
Almost all such fishing vessels man and run by non-Goans.
Majority of the vessel owners are Goans
There are about 900 fishing vessels registered in Goa.
Each fishing trawler takes abot 8-12 onboard

Agriculture:
Majority workers are non-Goans, we caanot mange without them.

Fruit/Vegetable/garments etc Vendors
This area seems always belongs to non-Goans (Except Dona-Paula Jetty, and
recently some road side vendors like Agassaim, Nagoa-Verna bypass etc

In view of above, year 2010 Goa population census likely to show 50:50 ratio.
That's half Goans and half non-Goans.
And if no steps are taken.. year 2020 census would be 3:1 where Goans will be
the minority.

I have received an email asking if I advocate Shiv Sena type
violent tactics to deal with the influx of immigrants into Goa.
The answer to that is: No, I don't.

Already the government and its administrative machinery
have at their disposal the devices necessary to immediately
present a first line of defense: stop the ration card fraud,
slow down the pace of construction, demolish the illegal
slums, tighten enforcement of civic laws, order the police
to do its job honestly, and so on.

Right now it is far too easy for any ghati to saunter
in and shit here. Word is already out in the destitute
expanses of the country that Goa is THE place to be.
When you hear stories about fellow ghati beggars pulling
in a respectable 200-300 rupees a day during the season
by pestering white tourists, boy, why would you want to
languish in your local UP or Bihari village dumpster?

The criminal actions (or non-actions) of the Goa
government, regardless of the party in power, are
calculated to encourage the streaming in of ghatis.
They make for excellent vote banks (ask Digambar
Kamat, your secular CM).

Some Goans argue that we need ghatis to do our odd jobs.
This is fallacious thinking. For every required ghati there
are 100 others coming in. Goa has seen nothing like this
in its post-Liberation history. The path ahead leads to
a chute which opens into a gutter. You heard it first here.

Unless you are innumerate, it would be impossible to miss
the implications: a demographic tsunami is staring us in
the face. Imagine, only a couple of districts of Karnataka
are sufficient to overwhelm Goans and here we are facing
the prospect of ghatis converging from several
bursting-at-the-seams impoverished Indian states.

I read Chandrakant Keni in today's Navhind Times where
he alludes to the "unexpected immigration" problem. Goan
intellectuals are seized with the issue but everyone is too
polite to call it for what it is: demographic warfare waged
against Goa by a swarm of uncouth, illiterate, uncultured
ghatis. Not the kind of people you want around your house.

When I was living in Gurgaon - that hellhole touted as
the 'new India' - earlier this year I read a startling statistic,
in the local edition of the Hindustan Times, if I correctly
recall:

In 2001 the population of Gurgaon was 2 lakhs. In 2007
the population of Gurgaon is 15 lakhs (greater than the
population of Goa) out of which 5 lakhs live in shanties.
And I suspect this is an undercount.

If that doesn't shake up the Goan nothing will.

fictitious people? It that is the case, of course it must be stopped.

In the past 20 years I have lived in 5 different towns in 4 Indian
states. In each of these places, within a year of moving to that place I
obtained a ration card and enrolled myself on the electoral roll, both
perfectly legitimately and legally. These are basic rights of all Indian
citizens.

Irregularities, illegalities and frauds in these matters must certainly
be acted against. But basic rights cannot be denied.

Unlike some pessimists, I believe that the ghati menace in Goa
can be reversed and substantially scaled down provided Goans
awaken from their slumber. The birth of a new enlightened
leadership is essential to this effort, perhaps a parallel GBA-like
entity. The situation is analogous to the well-known Prisoner's
Dilemma of Game Theory - if Goans cooperate towards the
goal of reducing ghati numbers, the outcome will be favourable.
Else brace yourself for the advent of SGZs (Special Ghati Zones) in
every Goan village and town.

Do not be distracted by the cynics, the nay-sayers, or the yelpings
of stray pups. Pay no heed whatsoever to them. Every Goan can
help in this noble cause whether you are resident in Goa, outside
Goa, or outside India. The help from those outside Goa can take on
a variety of forms -financial, logistical, etc, whatever suits your
temperament. Let not anyone give you the rubbish line that you
have surrendered your right to speak on matters Goan because
you have chosen to live elsewhere.

Likewise there should be no discrimination as regards the ghati -
a ghati is a ghati is a ghati, his religion or state of origin matters
not a whit.

Now we Goans are a civilized lot so we have to go about solving
this problem in a civilized, efficient manner. We have neither the
expertise nor the hands-on experience of those belonging
to the Religion of Peace who have depleted Kashmir of its Hindu
pandits or Pakistan/Bangladesh of its Hindu count. Nor do we
have the murderous skills of the commie Naxalites to achieve
our ends. And I have already remarked that we don't want to
emulate the Shiv Sena type fellows either. This has got to be
a swayambhu Goan movement, unaffiliated with religion or
caste. We must all be Goemkaars first and last in the fight
for this second Liberation of Goa. After that we can go back
to our Konkani-Marathi/Romi-Devnagari/Saraswat-chardde
skirmishes in peace. Right now, the focus should be on the
ghati menace.

Dear Goan chauvinists,

UNITE ! You could be a Hindu or a Cirist?o, a BJP or a Kangress
voter, communal or secular, pro-Romi-lipi or pro-Devnagari. If
you are a Goan zealot, committed to preserving our little corner
of paradise, you're in. We know of the scourge that are the rich,
avaricious Dilliwallahs and other uncultured Indian fatcats
gobbling up our real estate, and we know of the Russian mafia
and other assorted white trash stalking our land. Here I shall
address an equally invasive cancer on the Goanscape - the
blight wrought by the ghati deluge, something that threatens
to clone Goa into another squalid district of Karnataka or Bihar.

The GBA has trained its focus on only one - albeit very
important - issue, that of dealing with the land mafia. There is
as yet no organized effort to address the other big elephant in
the room, what I term the "ghati menace." It is now a full-scale
invasion. These are not just the construction driven migrant
workers we imagine them to be (to call them "migrant" is a
mistake - they have no intention of leaving). The footprint
now extends over a much larger area, and the ghati profile
has expanded to include highly undesirable elements. They
come in droves from Karnataka, AP, UP, Bihar, Jharkhand and
Orissa for Goa has for them the appeal of a Dubai. Given
the fabled laissez faireism of the Goan, we will soon
have on our land not only the 6 damning SEZs but another
100 SGZs (Special Ghati Zones). The ghatis are now
EVERYWHERE, on the prowl not just in our cities but in our
remotest villages. We must prepare for Goa's second
Liberation or risk obliteration. To achieve that the Goan
has to put on his or her chauvinistic hat, for nice people
can accomplish nothing in India.

Most Goans don't stir out of bed before 9 am, a fact
noted in Encyclopaedia Brittanica. But if a Goan should
saunter around the waterline - say, from Dona Paula and
Panjim, or from Malim jetty to Reis Magos - between 6 and 7
in the morning, you would be witness to the sight of an array
of ghatis evacuating virtually everywhere in the open. It is
a public disgrace. Where do you think they sleep at night?
In our parks, gardens, and on the footpaths. In Panjim you
have ungainly clusters of ghati men loitering along the river
sidewalk (when they are not pissing or shitting on it). From
late evenings until well into the night one now sees posse
after posse of ghatis meandering around town. This is a
sure deterrent to our women and children going about
freely. What were intended as civilized, wholesome public
spaces are now home to ghatis sitting on their haunches as
in all the towns across Karnataka or UP. Our law enforcement
apparatus is not just missing in action, they are active
catalysts in the decay, and hafta-taking is rife. This is a
complete breakdown of our civic systems.

Just the other day an unwashed UP bhaiyya plonked a
paan stall bang in the middle of the sidewalk along the
Campal road near Magsons. I asked him if he had a permit
to which he replied in the negative. I could soon see a
gaggle of ghatis congregating around the stall, squatting
and loitering, and a developing art gallery of paan spit
splotches on the pavement (the ghati contribution to Indian
culture). I called my councilor and had the fellow evicted.
But it is small comfort since this is happening all over.
Unauthorized ghati hawkers are legion in Miramar and
other places in Goa.

Acquiring a ration card is a cinch for the newly arrived
ghati but the Goan has to jump through hoops to get one.
Digambar Kamat has solidified his ghati votebank at Motidongor,
Victoria at Chimbel, Ravi Naik in Ponda, Babush in Taleigao.
Goans are destined for a miserable fate in the demographic
tidal wave that's coming (for a preview, look at Assam
and the northeast). Unless you wake up NOW. Neither BJP
nor the Kangress are in it to save us. The need of the
hour is a committed regional political party, and an army
of thoroughbred Goan chauvinists. Dispense with the niceties.

A jaunt through Karnataka is revealing. All the hoo-ha
about Bangalore and IT is a mirage. Poverty levels in rural
Karnataka remain unmitigated. As for UP or Bihar or Orissa,
the poor there are not just poor, they are wretchedly poor.
The Indian state and their own political systems have
failed the poor souls. It is no surprise why these folks
would want to escape their dreadful surroundings and
come to Goa. They bring with them their execrable habits
in matters both personal and civic. But the central point is
this: Goa cannot be a bottomless receptacle for India's
limitless indigent, its riffraff and its teeming dregs. We
shouldn't have to pay for the failures of the rest of India.
Don't let the faux Gandhians, the silly NGOs, or Marxist
rabble give you a guilt trip about compassion towards
the poor and hooey of the sort. We know what they
really want: for us to merge in the Great Indian Ghetto.
They will talk about the rights of ghatis but never mention
the responsibilities that go with rights.

The ghati menace cannot be tackled at the source, since the
supply side has no intention whatsoever of turning off the tap.
It is the demand side - that is, us Goans - that has to swing
into action. The ghati has to feel the force of an unwelcoming
environment, and it has to happen on two levels, viz., the Goa
government and the Goan citizen.

Possible proposals for the citizen include -

- 'Adopt' 10 ghatis, and encourage them to leave Goa. Buy
their return ticket if possible. Persuade your friends and
family to do likewise.
- Don't hire ghatis. Once the jobs dry up they will be
forced to move elsewhere. Don't patronize businesses that
hire ghatis. There are now ghatis not just in construction.
- Report violations by ghati hawkers, vendors, squatters,
encroachers, loiterers etc to the local authorities. Impel your
municipality/police to take action. Any fouling of public spaces
must have consequences.

On the government side, the following must happen -
- Cut off the welfare (free medical aid, ration cards etc) doled
out to ghatis and paid for by the Goan taxpayer.
- Shore up monitoring, vigilance and law-enforcement of
all our public spaces, parks, footpaths, beaches etc.
- Policy changes must include adoption of modern construction
methods. The work of 500 ghatis can be done by 5 with current
technology. The govt will have to lean on the builders - addicted
to dirt cheap human labour - to embrace state-of-the-art
techniques. This can be the one single stroke through which
the ghati menace can be reversed.
- Clear all the illegal slums, a must if Goa is to remain the
civilized place it is.
- Institute a complete overhaul of the tourism policy.

It is obvious that the government part of the deal will certainly
not come to pass under either the BJP or the Kangress. Both are
beholden to their respective builder buddies and other vested
interests. The time for a regional party of Goan chauvinists is
overdue. Will Goans stand up and be counted? Or will be have
Chief Minister Yellappa of Goa voted in in 10 years time?

ps: If - a big if - Goans get their act together there will surely
be some backlash from people and politicos from the El Paradisos
exporting ghatis to Goa. Not to worry. We will dispatch
Frederick N, our ambassador of love and compassion, on a
peace mission. He is uniquely qualified for this task, he being
the only Goan to have correctly understood what "Goan Identity"
is all about. As we all know, his Goan Identity Theorem states
that there is really no such thing as a Goan Identity and even if
there is one, it is to be found only in non-Goans. In fact, further
research on the Identity Theorem has disclosed that there is
really no such thing as Goa to begin with!

To Goanet -

I have received a burst of email from Goans in Goa
as well as from around the world expressing angst
and anger about the "ghati menace." Goan anger is
clearly on the boil, something I have seen for myself
in the course of my peregrinations around the state.

But for anger to be useful it has to be channelized into
positive action. There is a thirst now for a fresh political
movement. Will we see the emergence of a new leadership?
A new Jack Sequeira?

Our current cast of pols in BOTH the parties have sold
us out. They will sell their mothers for a few votes.

Several of you have raised questions that are similar in
tenour. Instead of individual responses, let me summarize
the gist here:

"Goa needs plumbers, masons, fruit-sellers etc and Goans
are not available for these jobs."

Answer: First of all, I didn't say the solution was going
to be painless. Every Goan will have to play his or her
part in the sacrifice. Our own shortcomings are what
got us into this soup in the first place.

There are any number of instances of Goan employers
bypassing Goans and hiring ghatis instead. Goans
demand a higher wage, whereas the ghati is willing to
work for crumbs. It suits the employer to claim that
Goans are not available. We have had ghatis in our
midst for decades, but the numbers were nothing like
this. Today they are like locusts on the landscape. We
cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.

Goans still have the upper hand to effect change. But
the window will not stay open for long. Our entire
administrative chain is compromised: the panch,
sarpanch, mamlatdar, collector, municipality, police,
to the politicos eyeing their ghati vote banks.

The message to the Goan ought to be clear: fight back
now or face extinction. The need of the hour is the
good ol' committed Goan chauvinist.

Some people imagine that just because Goans/Indians
emigrate it is alright for people to come to Goa and
sh*t on it. This 'argument' is so asymmetrical that I
am surprised I have to explain it.


Third world people who emigrate to Western countries
or to the Gulf do not have carte blanche to go foul up
those places. There are civic and social norms to play
and live by. You don't find Goans sh*tting on the waterline
in Dubai or Cape Town, or squatting on public land.
Furthermore, intake of visitors in these countries is
controlled - you can't simply walk across the borders
and pitch your tent. Even with all these controls in
place Western countries - with all their superior resouces -
have severe problems with excessive immigration,
something invisible to only the far-left loonies. Now
imagine Goa - no controls, no nothing, no comparable
resources, and the swarm of unwashed ghatis descending
en masse - you can fill in the blanks.

Also consider this - the biggest thing Goa had going for
it was that it was "not-India." We had none or little of
the squalor, the crowds, the crudeness, or the desolation
that has come to characterize post-Independence
India (and this despite the best effort of our Goan pols

to 'cure' Goa). The transcendent beauty, character and

tranquility of our land, our villages, were to be found
NOWHERE else in India. This was the last and final
corner of civilized space left in all of India. The ghati
plague will change all that. The ghati brings the worst
of India to the best of places. He now has complete

freedom to sh*t & stomp as he pleases. We recognize
that these are human beings, with the same aspirations
and hopes common to the rest of humanity. But Goa
cannot be the bottomless sink for India's impoverished,
and Goa shouldn't have to bear the brunt of the abysmal
failures of the rest of the country in bettering the lives
of its people.

Entropy in Goa is guaranteed to increase rapidly courtesy
the ghatic menace. Unless Goans wake up and take

charge of their own destiny.

[Goanet] Calling All Goan Chauvinists

It's me again,

Well, we too saw that Panwala sitting under the tamarind tree/lamp shade on the
main Campal-Miramar road and at the entrance of Goa Marriott Road. When visited
few days later, he was not there. Thanks to Rajan.
(There is another one at Miramar circle by the bus stop/shed and one at near
Magsons under the tree, they are here for a long time).

Again, from the Children park campal to Panjim ferry (a stretch of about
300mtrs footpath) there are 10 bellpuriwalas and more added almost every month.
In the year 2005, there were none, 2006 there were about 3 but 2007 upto Sept.
there are now 10.
Com. Luis Bachan says 'now you see Belpuriwalas, see how they put fingers in
their noses, see how we Goans eating their Belpuris'

(Recently the owner of 'Goa burger King' near Miramar circle was arrested by
the police as about 5 people were admitted to nearby hospitals after they fell
sick eating some Chicken products from GBK gadda).

Nearby river (opp. Dempo house) has become their garbage dumping site.
Fishermen/women too dump their rotton fish here so also the fruit/vegetable
vendors.

Ok, coming to the main pont- non-Goans (popularly known as 'ghantis')
As, I said several times, we/Goa cannot manage without them as there are not
many Goans in Goa. Let me put it differently this time:

Tourism:
About 2 million visit Goa every year (both domestic & Foreign)
Take into account number of hotels (all stars), low budget/guesthouses,
restaurant/shacks, road side gaddas etc.
About 25% of the Goa?s population earn their livelihood directly and indirectly
from tourism activities i.e. about 3.75 lacs of which about 2 lacs will be
non-Goans..

Construction:
Buildings, houses, Roads etc
How many construction sites we see all over Goa now a day?
And who are the construction workers ?
Defintely, not our 'Kunbis' which reminds me of their traditional song:

Fishing:
About 10,000 non-Goans working in this sector.
These are the people who work on fishing trawlers, Canoes, fish market etc.
Almost all such fishing vessels man and run by non-Goans.
Majority of the vessel owners are Goans
There are about 900 fishing vessels registered in Goa.
Each fishing trawler takes abot 8-12 onboard

Agriculture:
Majority workers are non-Goans, we caanot mange without them.

Fruit/Vegetable/garments etc Vendors
This area seems always belongs to non-Goans (Except Dona-Paula Jetty, and
recently some road side vendors like Agassaim, Nagoa-Verna bypass etc

In view of above, year 2010 Goa population census likely to show 50:50 ratio.
That's half Goans and half non-Goans.
And if no steps are taken.. year 2020 census would be 3:1 where Goans will be
the minority.

To Goanet -

I have received an email asking if I advocate Shiv Sena type
violent tactics to deal with the influx of immigrants into Goa.
The answer to that is: No, I don't.

Already the government and its administrative machinery
have at their disposal the devices necessary to immediately
present a first line of defense: stop the ration card fraud,
slow down the pace of construction, demolish the illegal
slums, tighten enforcement of civic laws, order the police
to do its job honestly, and so on.

Right now it is far too easy for any ghati to saunter
in and shit here. Word is already out in the destitute
expanses of the country that Goa is THE place to be.
When you hear stories about fellow ghati beggars pulling
in a respectable 200-300 rupees a day during the season
by pestering white tourists, boy, why would you want to
languish in your local UP or Bihari village dumpster?

The criminal actions (or non-actions) of the Goa
government, regardless of the party in power, are
calculated to encourage the streaming in of ghatis.
They make for excellent vote banks (ask Digambar
Kamat, your secular CM).

Some Goans argue that we need ghatis to do our odd jobs.
This is fallacious thinking. For every required ghati there
are 100 others coming in. Goa has seen nothing like this
in its post-Liberation history. The path ahead leads to
a chute which opens into a gutter. You heard it first here.

Unless you are innumerate, it would be impossible to miss
the implications: a demographic tsunami is staring us in
the face. Imagine, only a couple of districts of Karnataka
are sufficient to overwhelm Goans and here we are facing
the prospect of ghatis converging from several
bursting-at-the-seams impoverished Indian states.

I read Chandrakant Keni in today's Navhind Times where
he alludes to the "unexpected immigration" problem. Goan
intellectuals are seized with the issue but everyone is too
polite to call it for what it is: demographic warfare waged
against Goa by a swarm of uncouth, illiterate, uncultured
ghatis. Not the kind of people you want around your house.

When I was living in Gurgaon - that hellhole touted as
the 'new India' - earlier this year I read a startling statistic,
in the local edition of the Hindustan Times, if I correctly
recall:

In 2001 the population of Gurgaon was 2 lakhs. In 2007
the population of Gurgaon is 15 lakhs (greater than the
population of Goa) out of which 5 lakhs live in shanties.
And I suspect this is an undercount.

If that doesn't shake up the Goan nothing will.

Great! And finally, we have some concrete suggestions on how to deal
with the problems that Goa is facing. Such concrete suggestions present
a set of issues for debate and enable the process of evolving a plan of
action. How nice it would be if we could stick to these rather than
engage in name-calling and stereotyping of individuals and communities.

What exactly is this ration card fraud? Are ration cards being issued to
fictitious people? It that is the case, of course it must be stopped.

In the past 20 years I have lived in 5 different towns in 4 Indian
states. In each of these places, within a year of moving to that place I
obtained a ration card and enrolled myself on the electoral roll, both
perfectly legitimately and legally. These are basic rights of all Indian
citizens.

Irregularities, illegalities and frauds in these matters must certainly
be acted against. But basic rights cannot be denied.
slow down the pace of construction,
I would most emphatically agree with this; it is probably the one single
step that can make the biggest difference. Freeze all land conversions
for a certain period, permanently scrap any plans for SEZs, allow
constructions only strictly as per the law and as per plans which are
made with people's participation. This is the kind of thing the GBA has
been talking about, and more power to them!

One should add here -- put strict controls on the growth of tourism.
While this industry is touted as bringing multiple benefits to Goa, it
is an unmitigated disaster. JGF was on the right track 20 years ago; it
is time to rise again and oppose the kind of tourism we are seeing in Goa.

Yes, there are proper procedures and laws to establish the illegality of
slums, and once these are followed and the case made, and rehabilitation
provided as per the law, certainly slums can be demolished. The problem
with the demolitions in Baina, to take one example, was not the
demolition per se, but that the agreed-upon rehabilitation measures have
not materialised to date (as was confessed recently by the Chairperson
of the Goa State Women's Commission), resulting in a problem worse than
they claimed to solve.

Most certainly. I would add that honestly also means fairly, i.e.,
applying the law equally to all, not selectively targeting particular
groups or communities while sparing others, as our politicians and the
police are wont to do.

As you say, there are many things that can, and should, be done.

suggestions, the rest of the post again descends into the now-familiar
and sickening abuse, prejudice and bigotry, effectively putting a
stopper on further discussion.

of paradise, you're in. We know of the scourge that are the rich,
avaricious Dilliwallahs and other uncultured Indian fatcats
gobbling up our real estate, and we know of the Russian mafia
and other assorted white trash stalking our land. Here I shall
address an equally invasive cancer on the Goanscape - the
blight wrought by the ghati deluge, something that threatens
to clone Goa into another squalid district of Karnataka or Bihar.

The GBA has trained its focus on only one - albeit very
important - issue, that of dealing with the land mafia. There is
as yet no organized effort to address the other big elephant in
the room, what I term the "ghati menace." It is now a full-scale
invasion. These are not just the construction driven migrant
workers we imagine them to be (to call them "migrant" is a
mistake - they have no intention of leaving). The footprint
now extends over a much larger area, and the ghati profile
has expanded to include highly undesirable elements. They
come in droves from Karnataka, AP, UP, Bihar, Jharkhand and
Orissa for Goa has for them the appeal of a Dubai. Given
the fabled laissez faireism of the Goan, we will soon
have on our land not only the 6 damning SEZs but another
100 SGZs (Special Ghati Zones). The ghatis are now
EVERYWHERE, on the prowl not just in our cities but in our
remotest villages. We must prepare for Goa's second
Liberation or risk obliteration. To achieve that the Goan
has to put on his or her chauvinistic hat, for nice people
can accomplish nothing in India.

Most Goans don't stir out of bed before 9 am, a fact
noted in Encyclopaedia Brittanica. But if a Goan should
saunter around the waterline - say, from Dona Paula and
Panjim, or from Malim jetty to Reis Magos - between 6 and 7
in the morning, you would be witness to the sight of an array
of ghatis evacuating virtually everywhere in the open. It is
a public disgrace. Where do you think they sleep at night?
In our parks, gardens, and on the footpaths. In Panjim you
have ungainly clusters of ghati men loitering along the river
sidewalk (when they are not pissing or shitting on it). From
late evenings until well into the night one now sees posse
after posse of ghatis meandering around town. This is a
sure deterrent to our women and children going about
freely. What were intended as civilized, wholesome public
spaces are now home to ghatis sitting on their haunches as
in all the towns across Karnataka or UP. Our law enforcement
apparatus is not just missing in action, they are active
catalysts in the decay, and hafta-taking is rife. This is a
complete breakdown of our civic systems.

Just the other day an unwashed UP bhaiyya plonked a
paan stall bang in the middle of the sidewalk along the
Campal road near Magsons. I asked him if he had a permit
to which he replied in the negative. I could soon see a
gaggle of ghatis congregating around the stall, squatting
and loitering, and a developing art gallery of paan spit
splotches on the pavement (the ghati contribution to Indian
culture). I called my councilor and had the fellow evicted.
But it is small comfort since this is happening all over.
Unauthorized ghati hawkers are legion in Miramar and
other places in Goa.

Acquiring a ration card is a cinch for the newly arrived
ghati but the Goan has to jump through hoops to get one.
Digambar Kamat has solidified his ghati votebank at Motidongor,
Victoria at Chimbel, Ravi Naik in Ponda, Babush in Taleigao.
Goans are destined for a miserable fate in the demographic
tidal wave that's coming (for a preview, look at Assam
and the northeast). Unless you wake up NOW. Neither BJP
nor the Kangress are in it to save us. The need of the
hour is a committed regional political party, and an army
of thoroughbred Goan chauvinists. Dispense with the niceties.

A jaunt through Karnataka is revealing. All the hoo-ha
about Bangalore and IT is a mirage. Poverty levels in rural
Karnataka remain unmitigated. As for UP or Bihar or Orissa,
the poor there are not just poor, they are wretchedly poor.
The Indian state and their own political systems have
failed the poor souls. It is no surprise why these folks
would want to escape their dreadful surroundings and
come to Goa. They bring with them their execrable habits
in matters both personal and civic. But the central point is
this: Goa cannot be a bottomless receptacle for India's
limitless indigent, its riffraff and its teeming dregs. We
shouldn't have to pay for the failures of the rest of India.
Don't let the faux Gandhians, the silly NGOs, or Marxist
rabble give you a guilt trip about compassion towards
the poor and hooey of the sort. We know what they
really want: for us to merge in the Great Indian Ghetto.
They will talk about the rights of ghatis but never mention
the responsibilities that go with rights.

The ghati menace cannot be tackled at the source, since the
supply side has no intention whatsoever of turning off the tap.
It is the demand side - that is, us Goans - that has to swing
into action. The ghati has to feel the force of an unwelcoming
environment, and it has to happen on two levels, viz., the Goa
government and the Goan citizen.

Possible proposals for the citizen include -

- 'Adopt' 10 ghatis, and encourage them to leave Goa. Buy
their return ticket if possible. Persuade your friends and
family to do likewise.
- Don't hire ghatis. Once the jobs dry up they will be
forced to move elsewhere. Don't patronize businesses that
hire ghatis. There are now ghatis not just in construction.
- Report violations by ghati hawkers, vendors, squatters,
encroachers, loiterers etc to the local authorities. Impel your
municipality/police to take action. Any fouling of public spaces
must have consequences.

On the government side, the following must happen -
- Cut off the welfare (free medical aid, ration cards etc) doled
out to ghatis and paid for by the Goan taxpayer.
- Shore up monitoring, vigilance and law-enforcement of
all our public spaces, parks, footpaths, beaches etc.
- Policy changes must include adoption of modern construction
methods. The work of 500 ghatis can be done by 5 with current
technology. The govt will have to lean on the builders - addicted
to dirt cheap human labour - to embrace state-of-the-art
techniques. This can be the one single stroke through which
the ghati menace can be reversed.
- Clear all the illegal slums, a must if Goa is to remain the
civilized place it is.
- Institute a complete overhaul of the tourism policy.

It is obvious that the government part of the deal will certainly
not come to pass under either the BJP or the Kangress. Both are
beholden to their respective builder buddies and other vested
interests. The time for a regional party of Goan chauvinists is
overdue. Will Goans stand up and be counted? Or will be have
Chief Minister Yellappa of Goa voted in in 10 years time?

I have received a burst of email from Goans in Goa
as well as from around the world expressing angst
and anger about the "ghati menace." Goan anger is
clearly on the boil, something I have seen for myself
in the course of my peregrinations around the state.

But for anger to be useful it has to be channelized into
positive action. There is a thirst now for a fresh political
movement. Will we see the emergence of a new leadership?
A new Jack Sequeira?

Our current cast of pols in BOTH the parties have sold
us out. They will sell their mothers for a few votes.

Several of you have raised questions that are similar in
tenour. Instead of individual responses, let me summarize
the gist here:

"Goa needs plumbers, masons, fruit-sellers etc and Goans
are not available for these jobs."

Answer: First of all, I didn't say the solution was going
to be painless. Every Goan will have to play his or her
part in the sacrifice. Our own shortcomings are what
got us into this soup in the first place.

There are any number of instances of Goan employers
bypassing Goans and hiring ghatis instead. Goans
demand a higher wage, whereas the ghati is willing to
work for crumbs. It suits the employer to claim that
Goans are not available. We have had ghatis in our
midst for decades, but the numbers were nothing like
this. Today they are like locusts on the landscape. We
cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.

Goans still have the upper hand to effect change. But
the window will not stay open for long. Our entire
administrative chain is compromised: the panch,
sarpanch, mamlatdar, collector, municipality, police,
to the politicos eyeing their ghati vote banks.

The message to the Goan ought to be clear: fight back
now or face extinction. The need of the hour is the
good ol' committed Goan chauvinist.

Some people imagine that just because Goans/Indians
emigrate it is alright for people to come to Goa and
sh*t on it. This 'argument' is so asymmetrical that I
am surprised I have to explain it.


Third world people who emigrate to Western countries
or to the Gulf do not have carte blanche to go foul up
those places. There are civic and social norms to play
and live by. You don't find Goans sh*tting on the waterline
in Dubai or Cape Town, or squatting on public land.
Furthermore, intake of visitors in these countries is
controlled - you can't simply walk across the borders
and pitch your tent. Even with all these controls in
place Western countries - with all their superior resouces -
have severe problems with excessive immigration,
something invisible to only the far-left loonies. Now
imagine Goa - no controls, no nothing, no comparable
resources, and the swarm of unwashed ghatis descending
en masse - you can fill in the blanks.

Also consider this - the biggest thing Goa had going for
it was that it was "not-India." We had none or little of
the squalor, the crowds, the crudeness, or the desolation
that has come to characterize post-Independence
India (and this despite the best effort of our Goan pols

to 'cure' Goa). The transcendent beauty, character and

tranquility of our land, our villages, were to be found
NOWHERE else in India. This was the last and final
corner of civilized space left in all of India. The ghati
plague will change all that. The ghati brings the worst
of India to the best of places. He now has complete

freedom to sh*t & stomp as he pleases. We recognize
that these are human beings, with the same aspirations
and hopes common to the rest of humanity. But Goa
cannot be the bottomless sink for India's impoverished,
and Goa shouldn't have to bear the brunt of the abysmal
failures of the rest of the country in bettering the lives
of its people.

Entropy in Goa is guaranteed to increase rapidly courtesy
the ghatic menace. Unless Goans wake up and take

charge of their own destiny.

[Goanet] Calling All Goan Chauvinists

It's me again,

Well, we too saw that Panwala sitting under the tamarind tree/lamp shade on the
main Campal-Miramar road and at the entrance of Goa Marriott Road. When visited
few days later, he was not there. Thanks to Rajan.
(There is another one at Miramar circle by the bus stop/shed and one at near
Magsons under the tree, they are here for a long time).

Again, from the Children park campal to Panjim ferry (a stretch of about
300mtrs footpath) there are 10 bellpuriwalas and more added almost every month.
In the year 2005, there were none, 2006 there were about 3 but 2007 upto Sept.
there are now 10.

their noses, see how we Goans eating their Belpuris'

(Recently the owner of 'Goa burger King' near Miramar circle was arrested by
the police as about 5 people were admitted to nearby hospitals after they fell
sick eating some Chicken products from GBK gadda).

Nearby river (opp. Dempo house) has become their garbage dumping site.
Fishermen/women too dump their rotton fish here so also the fruit/vegetable
vendors.

Ok, coming to the main pont- non-Goans (popularly known as 'ghantis')
As, I said several times, we/Goa cannot manage without them as there are not
many Goans in Goa. Let me put it differently this time:

Tourism:
About 2 million visit Goa every year (both domestic & Foreign)
Take into account number of hotels (all stars), low budget/guesthouses,
restaurant/shacks, road side gaddas etc.
About 25% of the Goa?s population earn their livelihood directly and indirectly
from tourism activities i.e. about 3.75 lacs of which about 2 lacs will be
non-Goans..

Construction:
Buildings, houses, Roads etc
How many construction sites we see all over Goa now a day?
And who are the construction workers ?
Defintely, not our 'Kunbis' which reminds me of their traditional song:

About 10,000 non-Goans working in this sector.
These are the people who work on fishing trawlers, Canoes, fish market etc.
Almost all such fishing vessels man and run by non-Goans.
Majority of the vessel owners are Goans
There are about 900 fishing vessels registered in Goa.
Each fishing trawler takes abot 8-12 onboard

Agriculture:
Majority workers are non-Goans, we caanot mange without them.

Fruit/Vegetable/garments etc Vendors
This area seems always belongs to non-Goans (Except Dona-Paula Jetty, and
recently some road side vendors like Agassaim, Nagoa-Verna bypass etc

In view of above, year 2010 Goa population census likely to show 50:50 ratio.
That's half Goans and half non-Goans.
And if no steps are taken.. year 2020 census would be 3:1 where Goans will be
the minority.

I have received an email asking if I advocate Shiv Sena type
violent tactics to deal with the influx of immigrants into Goa.
The answer to that is: No, I don't.

Already the government and its administrative machinery
have at their disposal the devices necessary to immediately
present a first line of defense: stop the ration card fraud,
slow down the pace of construction, demolish the illegal
slums, tighten enforcement of civic laws, order the police
to do its job honestly, and so on.

Right now it is far too easy for any ghati to saunter
in and shit here. Word is already out in the destitute
expanses of the country that Goa is THE place to be.
When you hear stories about fellow ghati beggars pulling
in a respectable 200-300 rupees a day during the season
by pestering white tourists, boy, why would you want to
languish in your local UP or Bihari village dumpster?

The criminal actions (or non-actions) of the Goa
government, regardless of the party in power, are
calculated to encourage the streaming in of ghatis.
They make for excellent vote banks (ask Digambar
Kamat, your secular CM).

Some Goans argue that we need ghatis to do our odd jobs.
This is fallacious thinking. For every required ghati there
are 100 others coming in. Goa has seen nothing like this
in its post-Liberation history. The path ahead leads to
a chute which opens into a gutter. You heard it first here.

Unless you are innumerate, it would be impossible to miss
the implications: a demographic tsunami is staring us in
the face. Imagine, only a couple of districts of Karnataka
are sufficient to overwhelm Goans and here we are facing
the prospect of ghatis converging from several
bursting-at-the-seams impoverished Indian states.

I read Chandrakant Keni in today's Navhind Times where
he alludes to the "unexpected immigration" problem. Goan
intellectuals are seized with the issue but everyone is too
polite to call it for what it is: demographic warfare waged
against Goa by a swarm of uncouth, illiterate, uncultured
ghatis. Not the kind of people you want around your house.

When I was living in Gurgaon - that hellhole touted as
the 'new India' - earlier this year I read a startling statistic,
in the local edition of the Hindustan Times, if I correctly
recall:

In 2001 the population of Gurgaon was 2 lakhs. In 2007
the population of Gurgaon is 15 lakhs (greater than the
population of Goa) out of which 5 lakhs live in shanties.
And I suspect this is an undercount.

If that doesn't shake up the Goan nothing will.

Great! And finally, we have some concrete suggestions on how to deal
with the problems that Goa is facing. Such concrete suggestions present
a set of issues for debate and enable the process of evolving a plan of
action. How nice it would be if we could stick to these rather than
engage in name-calling and stereotyping of individuals and communities.

What exactly is this ration card fraud? Are ration cards being issued to
fictitious people? It that is the case, of course it must be stopped.

In the past 20 years I have lived in 5 different towns in 4 Indian
states. In each of these places, within a year of moving to that place I
obtained a ration card and enrolled myself on the electoral roll, both
perfectly legitimately and legally. These are basic rights of all Indian
citizens.

Irregularities, illegalities and frauds in these matters must certainly
be acted against. But basic rights cannot be denied.
slow down the pace of construction,
I would most emphatically agree with this; it is probably the one single
step that can make the biggest difference. Freeze all land conversions
for a certain period, permanently scrap any plans for SEZs, allow
constructions only strictly as per the law and as per plans which are
made with people's participation. This is the kind of thing the GBA has
been talking about, and more power to them!

One should add here -- put strict controls on the growth of tourism.
While this industry is touted as bringing multiple benefits to Goa, it
is an unmitigated disaster. JGF was on the right track 20 years ago; it
is time to rise again and oppose the kind of tourism we are seeing in Goa.

Yes, there are proper procedures and laws to establish the illegality of
slums, and once these are followed and the case made, and rehabilitation
provided as per the law, certainly slums can be demolished. The problem
with the demolitions in Baina, to take one example, was not the
demolition per se, but that the agreed-upon rehabilitation measures have
not materialised to date (as was confessed recently by the Chairperson
of the Goa State Women's Commission), resulting in a problem worse than
they claimed to solve.

Most certainly. I would add that honestly also means fairly, i.e.,
applying the law equally to all, not selectively targeting particular
groups or communities while sparing others, as our politicians and the
police are wont to do.

suggestions, the rest of the post again descends into the now-familiar
and sickening abuse, prejudice and bigotry, effectively putting a
stopper on further discussion.

Unlike some pessimists, I believe that the ghati menace in Goa
can be reversed and substantially scaled down provided Goans
awaken from their slumber. The birth of a new enlightened
leadership is essential to this effort, perhaps a parallel GBA-like
entity. The situation is analogous to the well-known Prisoner's
Dilemma of Game Theory - if Goans cooperate towards the
goal of reducing ghati numbers, the outcome will be favourable.
Else brace yourself for the advent of SGZs (Special Ghati Zones) in
every Goan village and town.

Do not be distracted by the cynics, the nay-sayers, or the yelpings
of stray pups. Pay no heed whatsoever to them. Every Goan can
help in this noble cause whether you are resident in Goa, outside
Goa, or outside India. The help from those outside Goa can take on
a variety of forms -financial, logistical, etc, whatever suits your
temperament. Let not anyone give you the rubbish line that you
have surrendered your right to speak on matters Goan because
you have chosen to live elsewhere.

Likewise there should be no discrimination as regards the ghati -
a ghati is a ghati is a ghati, his religion or state of origin matters
not a whit.

Now we Goans are a civilized lot so we have to go about solving
this problem in a civilized, efficient manner. We have neither the
expertise nor the hands-on experience of those belonging
to the Religion of Peace who have depleted Kashmir of its Hindu
pandits or Pakistan/Bangladesh of its Hindu count. Nor do we
have the murderous skills of the commie Naxalites to achieve

the room, what I term the "ghati menace." It is now a full-scale
invasion. These are not just the construction driven migrant
workers we imagine them to be (to call them "migrant" is a
mistake - they have no intention of leaving). The footprint
now extends over a much larger area, and the ghati profile
has expanded to include highly undesirable elements. They
come in droves from Karnataka, AP, UP, Bihar, Jharkhand and
Orissa for Goa has for them the appeal of a Dubai. Given
the fabled laissez faireism of the Goan, we will soon
have on our land not only the 6 damning SEZs but another
100 SGZs (Special Ghati Zones). The ghatis are now
EVERYWHERE, on the prowl not just in our cities but in our
remotest villages. We must prepare for Goa's second
Liberation or risk obliteration. To achieve that the Goan
has to put on his or her chauvinistic hat, for nice people
can accomplish nothing in India.

Most Goans don't stir out of bed before 9 am, a fact
noted in Encyclopaedia Brittanica. But if a Goan should
saunter around the waterline - say, from Dona Paula and
Panjim, or from Malim jetty to Reis Magos - between 6 and 7
in the morning, you would be witness to the sight of an array
of ghatis evacuating virtually everywhere in the open. It is
a public disgrace. Where do you think they sleep at night?
In our parks, gardens, and on the footpaths. In Panjim you
have ungainly clusters of ghati men loitering along the river
sidewalk (when they are not pissing or shitting on it). From
late evenings until well into the night one now sees posse
after posse of ghatis meandering around town. This is a
sure deterrent to our women and children going about
freely. What were intended as civilized, wholesome public
spaces are now home to ghatis sitting on their haunches as
in all the towns across Karnataka or UP. Our law enforcement
apparatus is not just missing in action, they are active
catalysts in the decay, and hafta-taking is rife. This is a
complete breakdown of our civic systems.

Just the other day an unwashed UP bhaiyya plonked a
paan stall bang in the middle of the sidewalk along the
Campal road near Magsons. I asked him if he had a permit
to which he replied in the negative. I could soon see a
gaggle of ghatis congregating around the stall, squatting
and loitering, and a developing art gallery of paan spit
splotches on the pavement (the ghati contribution to Indian
culture). I called my councilor and had the fellow evicted.
But it is small comfort since this is happening all over.
Unauthorized ghati hawkers are legion in Miramar and
other places in Goa.

Acquiring a ration card is a cinch for the newly arrived
ghati but the Goan has to jump through hoops to get one.
Digambar Kamat has solidified his ghati votebank at Motidongor,
Victoria at Chimbel, Ravi Naik in Ponda, Babush in Taleigao.
Goans are destined for a miserable fate in the demographic
tidal wave that's coming (for a preview, look at Assam
and the northeast). Unless you wake up NOW. Neither BJP
nor the Kangress are in it to save us. The need of the
hour is a committed regional political party, and an army
of thoroughbred Goan chauvinists. Dispense with the niceties.

A jaunt through Karnataka is revealing. All the hoo-ha
about Bangalore and IT is a mirage. Poverty levels in rural
Karnataka remain unmitigated. As for UP or Bihar or Orissa,
the poor there are not just poor, they are wretchedly poor.
The Indian state and their own political systems have
failed the poor souls. It is no surprise why these folks
would want to escape their dreadful surroundings and
come to Goa. They bring with them their execrable habits
in matters both personal and civic. But the central point is
this: Goa cannot be a bottomless receptacle for India's
limitless indigent, its riffraff and its teeming dregs. We
shouldn't have to pay for the failures of the rest of India.
Don't let the faux Gandhians, the silly NGOs, or Marxist
rabble give you a guilt trip about compassion towards
the poor and hooey of the sort. We know what they
really want: for us to merge in the Great Indian Ghetto.
They will talk about the rights of ghatis but never mention
the responsibilities that go with rights.

The ghati menace cannot be tackled at the source, since the
supply side has no intention whatsoever of turning off the tap.
It is the demand side - that is, us Goans - that has to swing
into action. The ghati has to feel the force of an unwelcoming
environment, and it has to happen on two levels, viz., the Goa
government and the Goan citizen.

Possible proposals for the citizen include -

- 'Adopt' 10 ghatis, and encourage them to leave Goa. Buy
their return ticket if possible. Persuade your friends and
family to do likewise.
- Don't hire ghatis. Once the jobs dry up they will be
forced to move elsewhere. Don't patronize businesses that
hire ghatis. There are now ghatis not just in construction.
- Report violations by ghati hawkers, vendors, squatters,
encroachers, loiterers etc to the local authorities. Impel your
municipality/police to take action. Any fouling of public spaces
must have consequences.

On the government side, the following must happen -
- Cut off the welfare (free medical aid, ration cards etc) doled
out to ghatis and paid for by the Goan taxpayer.
- Shore up monitoring, vigilance and law-enforcement of
all our public spaces, parks, footpaths, beaches etc.
- Policy changes must include adoption of modern construction
methods. The work of 500 ghatis can be done by 5 with current
technology. The govt will have to lean on the builders - addicted
to dirt cheap human labour - to embrace state-of-the-art
techniques. This can be the one single stroke through which
the ghati menace can be reversed.
- Clear all the illegal slums, a must if Goa is to remain the
civilized place it is.
- Institute a complete overhaul of the tourism policy.

It is obvious that the government part of the deal will certainly
not come to pass under either the BJP or the Kangress. Both are
beholden to their respective builder buddies and other vested
interests. The time for a regional party of Goan chauvinists is
overdue. Will Goans stand up and be counted? Or will be have
Chief Minister Yellappa of Goa voted in in 10 years time?

ps: If - a big if - Goans get their act together there will surely
be some backlash from people and politicos from the El Paradisos
exporting ghatis to Goa. Not to worry. We will dispatch
Frederick N, our ambassador of love and compassion, on a
peace mission. He is uniquely qualified for this task, he being
the only Goan to have correctly understood what "Goan Identity"
is all about. As we all know, his Goan Identity Theorem states
that there is really no such thing as a Goan Identity and even if
there is one, it is to be found only in non-Goans. In fact, further
research on the Identity Theorem has disclosed that there is
really no such thing as Goa to begin with!

I have received a burst of email from Goans in Goa
as well as from around the world expressing angst
and anger about the "ghati menace." Goan anger is
clearly on the boil, something I have seen for myself
in the course of my peregrinations around the state.

But for anger to be useful it has to be channelized into
positive action. There is a thirst now for a fresh political
movement. Will we see the emergence of a new leadership?
A new Jack Sequeira?

Our current cast of pols in BOTH the parties have sold
us out. They will sell their mothers for a few votes.

Several of you have raised questions that are similar in
tenour. Instead of individual responses, let me summarize
the gist here:

"Goa needs plumbers, masons, fruit-sellers etc and Goans
are not available for these jobs."

Answer: First of all, I didn't say the solution was going
to be painless. Every Goan will have to play his or her
part in the sacrifice. Our own shortcomings are what
got us into this soup in the first place.

There are any number of instances of Goan employers
bypassing Goans and hiring ghatis instead. Goans
demand a higher wage, whereas the ghati is willing to
work for crumbs. It suits the employer to claim that
Goans are not available. We have had ghatis in our
midst for decades, but the numbers were nothing like
this. Today they are like locusts on the landscape. We
cannot sustain these levels without Goa itself going
down the tubes. For every opening for a plumber or
a mason, 100 ghatis turn up looking for other odd jobs.

Take, for instance, the rash of security guards from
Bihar you find around every gate nowadays. There are
so many unemployed Goan boys around the villages,
willing to work, that if there was a concerted policy
to train them, they could have been fruitfully
dispositioned. Yet these bums from Bihar/UP show
up in Goa, are slapped on with uniforms and instantly
become "guards." This is a whole new racket now.

Goans still have the upper hand to effect change. But
the window will not stay open for long. Our entire
administrative chain is compromised: the panch,
sarpanch, mamlatdar, collector, municipality, police,
to the politicos eyeing their ghati vote banks.

The message to the Goan ought to be clear: fight back
now or face extinction. The need of the hour is the
good ol' committed Goan chauvinist.

Some people imagine that just because Goans/Indians
emigrate it is alright for people to come to Goa and
sh*t on it. This 'argument' is so asymmetrical that I
am surprised I have to explain it.


Third world people who emigrate to Western countries
or to the Gulf do not have carte blanche to go foul up
those places. There are civic and social norms to play
and live by. You don't find Goans sh*tting on the waterline
in Dubai or Cape Town, or squatting on public land.
Furthermore, intake of visitors in these countries is
controlled - you can't simply walk across the borders
and pitch your tent. Even with all these controls in
place Western countries - with all their superior resouces -
have severe problems with excessive immigration,
something invisible to only the far-left loonies. Now
imagine Goa - no controls, no nothing, no comparable
resources, and the swarm of unwashed ghatis descending
en masse - you can fill in the blanks.

Also consider this - the biggest thing Goa had going for
it was that it was "not-India." We had none or little of
the squalor, the crowds, the crudeness, or the desolation
that has come to characterize post-Independence
India (and this despite the best effort of our Goan pols

to 'cure' Goa). The transcendent beauty, character and

tranquility of our land, our villages, were to be found
NOWHERE else in India. This was the last and final
corner of civilized space left in all of India. The ghati
plague will change all that. The ghati brings the worst
of India to the best of places. He now has complete

freedom to sh*t & stomp as he pleases. We recognize
that these are human beings, with the same aspirations
and hopes common to the rest of humanity. But Goa
cannot be the bottomless sink for India's impoverished,
and Goa shouldn't have to bear the brunt of the abysmal
failures of the rest of the country in bettering the lives
of its people.

Entropy in Goa is guaranteed to increase rapidly courtesy
the ghatic menace. Unless Goans wake up and take

charge of their own destiny.

[Goanet] Calling All Goan Chauvinists

It's me again,

Well, we too saw that Panwala sitting under the tamarind tree/lamp shade on the
main Campal-Miramar road and at the entrance of Goa Marriott Road. When visited
few days later, he was not there. Thanks to Rajan.
(There is another one at Miramar circle by the bus stop/shed and one at near
Magsons under the tree, they are here for a long time).

Again, from the Children park campal to Panjim ferry (a stretch of about
300mtrs footpath) there are 10 bellpuriwalas and more added almost every month.
In the year 2005, there were none, 2006 there were about 3 but 2007 upto Sept.
there are now 10.

(Recently the owner of 'Goa burger King' near Miramar circle was arrested by
the police as about 5 people were admitted to nearby hospitals after they fell
sick eating some Chicken products from GBK gadda).

Nearby river (opp. Dempo house) has become their garbage dumping site.
Fishermen/women too dump their rotton fish here so also the fruit/vegetable
vendors.

Ok, coming to the main pont- non-Goans (popularly known as 'ghantis')
As, I said several times, we/Goa cannot manage without them as there are not
many Goans in Goa. Let me put it differently this time:

Tourism:
About 2 million visit Goa every year (both domestic & Foreign)
Take into account number of hotels (all stars), low budget/guesthouses,
restaurant/shacks, road side gaddas etc.
About 25% of the Goa?s population earn their livelihood directly and indirectly
from tourism activities i.e. about 3.75 lacs of which about 2 lacs will be
non-Goans..

Construction:
Buildings, houses, Roads etc
How many construction sites we see all over Goa now a day?
And who are the construction workers ?
Defintely, not our 'Kunbis' which reminds me of their traditional song:

Fishing:
About 10,000 non-Goans working in this sector.
These are the people who work on fishing trawlers, Canoes, fish market etc.
Almost all such fishing vessels man and run by non-Goans.
Majority of the vessel owners are Goans
There are about 900 fishing vessels registered in Goa.
Each fishing trawler takes abot 8-12 onboard

Agriculture:
Majority workers are non-Goans, we caanot mange without them.

Fruit/Vegetable/garments etc Vendors
This area seems always belongs to non-Goans (Except Dona-Paula Jetty, and
recently some road side vendors like Agassaim, Nagoa-Verna bypass etc

In view of above, year 2010 Goa population census likely to show 50:50 ratio.
That's half Goans and half non-Goans.
And if no steps are taken.. year 2020 census would be 3:1 where Goans will be
the minority.

I have received an email asking if I advocate Shiv Sena type
violent tactics to deal with the influx of immigrants into Goa.
The answer to that is: No, I don't.

Already the government and its administrative machinery
have at their disposal the devices necessary to immediately
present a first line of defense: stop the ration card fraud,
slow down the pace of construction, demolish the illegal
slums, tighten enforcement of civic laws, order the police
to do its job honestly, and so on.

Right now it is far too easy for any ghati to saunter
in and shit here. Word is already out in the destitute
expanses of the country that Goa is THE place to be.
When you hear stories about fellow ghati beggars pulling
in a respectable 200-300 rupees a day during the season
by pestering white tourists, boy, why would you want to
languish in your local UP or Bihari village dumpster?

The criminal actions (or non-actions) of the Goa
government, regardless of the party in power, are
calculated to encourage the streaming in of ghatis.
They make for excellent vote banks (ask Digambar
Kamat, your secular CM).

Some Goans argue that we need ghatis to do our odd jobs.
This is fallacious thinking. For every required ghati there
are 100 others coming in. Goa has seen nothing like this
in its post-Liberation history. The path ahead leads to
a chute which opens into a gutter. You heard it first here.

Unless you are innumerate, it would be impossible to miss
the implications: a demographic tsunami is staring us in
the face. Imagine, only a couple of districts of Karnataka
are sufficient to overwhelm Goans and here we are facing
the prospect of ghatis converging from several
bursting-at-the-seams impoverished Indian states.

I read Chandrakant Keni in today's Navhind Times where
he alludes to the "unexpected immigration" problem. Goan
intellectuals are seized with the issue but everyone is too
polite to call it for what it is: demographic warfare waged
against Goa by a swarm of uncouth, illiterate, uncultured
ghatis. Not the kind of people you want around your house.

When I was living in Gurgaon - that hellhole touted as
the 'new India' - earlier this year I read a startling statistic,
in the local edition of the Hindustan Times, if I correctly
recall:

In 2001 the population of Gurgaon was 2 lakhs. In 2007
the population of Gurgaon is 15 lakhs (greater than the
population of Goa) out of which 5 lakhs live in shanties.
And I suspect this is an undercount.

If that doesn't shake up the Goan nothing will.

Great! And finally, we have some concrete suggestions on how to deal

a set of issues for debate and enable the process of evolving a plan of
action. How nice it would be if we could stick to these rather than
engage in name-calling and stereotyping of individuals and communities.

What exactly is this ration card fraud? Are ration cards being issued to
fictitious people? It that is the case, of course it must be stopped.

In the past 20 years I have lived in 5 different towns in 4 Indian
states. In each of these places, within a year of moving to that place I
obtained a ration card and enrolled myself on the electoral roll, both
perfectly legitimately and legally. These are basic rights of all Indian
citizens.

Irregularities, illegalities and frauds in these matters must certainly
be acted against. But basic rights cannot be denied.
slow down the pace of construction,
I would most emphatically agree with this; it is probably the one single
step that can make the biggest difference. Freeze all land conversions
for a certain period, permanently scrap any plans for SEZs, allow
constructions only strictly as per the law and as per plans which are
made with people's participation. This is the kind of thing the GBA has
been talking about, and more power to them!

One should add here -- put strict controls on the growth of tourism.
While this industry is touted as bringing multiple benefits to Goa, it
is an unmitigated disaster. JGF was on the right track 20 years ago; it
is time to rise again and oppose the kind of tourism we are seeing in Goa.

Yes, there are proper procedures and laws to establish the illegality of
slums, and once these are followed and the case made, and rehabilitation
provided as per the law, certainly slums can be demolished. The problem
with the demolitions in Baina, to take one example, was not the
demolition per se, but that the agreed-upon rehabilitation measures have
not materialised to date (as was confessed recently by the Chairperson
of the Goa State Women's Commission), resulting in a problem worse than
they claimed to solve.

Most certainly. I would add that honestly also means fairly, i.e.,
applying the law equally to all, not selectively targeting particular
groups or communities while sparing others, as our politicians and the
police are wont to do.

As you say, there are many things that can, and should, be done.

Unfortunately, after one short paragraph devoted to meaningful
suggestions, the rest of the post again descends into the now-familiar
and sickening abuse, prejudice and bigotry, effectively putting a
stopper on further discussion.

Unlike some pessimists, I believe that the ghati menace in Goa
can be reversed and substantially scaled down provided Goans
awaken from their slumber. The birth of a new enlightened
leadership is essential to this effort, perhaps a parallel GBA-like
entity. The situation is analogous to the well-known Prisoner's
Dilemma of Game Theory - if Goans cooperate towards the
goal of reducing ghati numbers, the outcome will be favourable.
Else brace yourself for the advent of SGZs (Special Ghati Zones) in
every Goan village and town.

Do not be distracted by the cynics, the nay-sayers, or the yelpings
of stray pups. Pay no heed whatsoever to them. Every Goan can
help in this noble cause whether you are resident in Goa, outside
Goa, or outside India. The help from those outside Goa can take on
a variety of forms -financial, logistical, etc, whatever suits your
temperament. Let not anyone give you the rubbish line that you
have surrendered your right to speak on matters Goan because
you have chosen to live elsewhere.

Likewise there should be no discrimination as regards the ghati -
a ghati is a ghati is a ghati, his religion or state of origin matters
not a whit.

Now we Goans are a civilized lot so we have to go about solving
this problem in a civilized, efficient manner. We have neither the
expertise nor the hands-on experience of those belonging
to the Religion of Peace who have depleted Kashmir of its Hindu
pandits or Pakistan/Bangladesh of its Hindu count. Nor do we
have the murderous skills of the commie Naxalites to achieve
our ends. And I have already remarked that we don't want to
emulate the Shiv Sena type fellows either. This has got to be
a swayambhu Goan movement, unaffiliated with religion or
caste. We must all be Goemkaars first and last in the fight
for this second Liberation of Goa. After that we can go back
to our Konkani-Marathi/Romi-Devnagari/Saraswat-chardde
skirmishes in peace. Right now, the focus should be on the
ghati menace.
