So we have climate change, lax rules and non-compliant farmers. How
long before we need to fence off rivers for our own safety, and ban
swinning in rivers?

We have never been able to go swinning in our rivers Rich :)

now as to climate change and lax rules. Climate change is the new religion based on Chicken Littles famous pronouncement "THE SKY IS FALLING!" and the rules have been getting tighter and tighter while many farmers are doing excellent work in preventing pollution of our rivers. It's just a shame cities aren't following their lead. Hell trolls like you living under bridges are just adding to the pollution Rich!
