I made deep research on this issue, please try the following steps:
Step 1: Please re-register the licdll.dll file.
To do this, please run the following command:
regsvr32 %systemroot%\system32\licdll.dll
Step 2: The problem may be caused by the wrong TMP/TEMP Variables. Please
check the following:
1. Right-click My Computer, and then click Properties.
2. On the Advanced tab, click Environment Variables button.
3. Check the TEMP and TMP variables under User variables, by default, there
are the following:
Temp %useprofile%\Local Settings\Temp
TMP %useprofile%\Local Settings\Temp
