Capello claims that he heard that RM have a budget of €500M for this summer. Sid Lowe claims it's closer to €300M. Either way, they will spend some serious dough.
I expect MU to spend a similar amount, probably overpaying ridiculous amounts to attract players to their damaged brand and most likely playing Europa League next season.
Bayern have the money but tend to be fiscally more prudent. They will probably plunder the Bundesliga as usual for the best young talent.
PSG need to strengthen as well, and City should be spending big on a DM and LB.

All in all, we can easily see a billion spent between just these 5 clubs.

I would not be surprised to see City go after Ndidi or Idrissa Gueye, if
they can be leveraged away from current owners. Ndidi has been very
good for two years and is only 22. Gueye is older, but apparently much
sought after - PSG really wanted him.

As for left backs, there is an overall shortage of talented players
there, world-wide. The EPL has some pretty good ones in Robertson,
Shaw (has had a good season despite all the nonsense at Man U, and has
been largely up to the task of playing against Mbappe, Messi, Salah, in
games in the past while), Digne, and Alonso.
I could see Digne and Chilwell being targetted by richer clubs.

I don't think Ndidi is anything special, Choudhury is much better which
may be why Leicester would be willing to let Ndidi go. Gueye is too
important to Everton, they should demand the Earth for him. Besides
that, Fernandinho isn't hard to replace, he's important to City in a
team of ball playing midfielders. He's had far too many poor
performances in Europe and for Brazil to merit this rep as a great DM -
he's played in 2 WCs, can you recall when he dominated a good MF? I
think it would be fairly easy for City to find an upgrade. He's more
Nicky Butt than Roy Keane.

True, but that is what a lot of teams want these days. The same could
be said of Robertson and Alexander-Arnold, Alonso, Shaw, Trippier, Rose,
and so on.

Coleman seems to be playing very well again after his horrible injury
and lengthy time out. But he is now 30, so I don't expect him to move to
one of the bigger clubs. One of the best bargains ever - cost 60,000
pounds to transfer from Sligo Rivers, and has now played 283 times for
Everton, with 25 goals and a whack of assists. His backup, Jonjoe Kenny
is pretty good and only 22, so I suppose Everton might let Coleman go
for a suitable buyer and price.

From what I read on reddit I think, City want Rodri (Atletico), N'dombele and/or the guy at West Ham.

As for leftback, again it was on reddit sometime ago that they wanted Chilwell but it probably isn't going to happen because Leicester would probably price him like he's Ronaldo. But they need a left back.

I also read a few days ago that Otamendi will probably leave and so will Danilo, and Sane has a contract issue (so is Gundogan I think). So they might spend some money in the summer.

But problem for them is, Real Madrid, Bayern and a few other big clubs will also be spending big this summer and City don't spend big on single players like RM, United, Liverpool, (Mahrez is their record transfer) or have the pull of clubs like Bayern. I also read something like Juventus issued a bond recently to spend big on transfers, Daniele probably knows more about it.
