I can't see what a scammer (for want of a better word) would get out of
this. It might be just an administrative stuff-up.

this. It might be just an administrative stuff-up.
I guess that they ask you to press a button to discuss matters,
which will just drop the line if you do so, but they have
harvested a working phone number to sell on.

I guess that they ask you to press a button to discuss matters,
which will just drop the line if you do so, but they have
harvested a working phone number to sell on.
You can avoid a summary sentence by paying an "on the spot fine" -
please give your credit card details to the officer who is waiting -
just press "1" on your phone - etc. etc.
