[Framers] "-1" tooltip is displayed on some FrameMaker 14 [2017 release] dialogs

I was in the process of making some screenshots for a product release
when I happened to find an odd behaviour in FrameMaker 14.0.3.500 [2017
release].

If you select Edit > Preferences menu item, and mouse over the drop-down
list UI components on the Global > General, or Global > Interface
panels, a "-1" tooltip is displayed.

Can anyone try this on FM 15 [2019 release] ?

I see them, too.

Doug, are you hovering over the drop-down menus in the right panel, or are
you hovering over the word General or Interface in the menu panel? There
aren't any tooltips for the tree, just for the options to the right.
