I don't think the team has a lot of options. If they were retaining Sainz, then the threat to Kvyat's drive would be a lot stronger, but they don't have and Honda don't have anybody else looking likely to get a super license in time for next season. Do they want to take on an outsider, so to speak?
It seems odd, or drastic, in the context of the WCC. They can still catch Williams, still be caught by Renault and maybe by Haas. That's why they're going to keep Sainz in the car, even though he's leaving them: He's more likely to get the vital points. But are they saying that a rookie is more likely than Kvyat to help the cause? It seems that way.
But see my first paragraph - I think Kvyat is safe for another year.
