I'll believe that when I see it.
It appears to be perfectly possible to set up a bank account,
fraudulently divert money into it, transfer that money elsewhere and
just disappear.

It should not be possible, but it is, so I don't think a lack of beer
coupons will slow down a corrupt politician. A network of companies
owning each other, some of them charities, should be all that is
necessary to launder money successfully.

You can cash a cheque at any branch of your own bank up to the limit
allowed by your debit card (which started their life as cheque guarantee
cards ensuring payments of up to £30).

At your own branch, the amount is theoretically unlimited. At other
branches, it's probably £100.

Bank branches have access to large-ish sums from their individual strong
rooms - thousands of pounds (more than individual counter staff have in
their cash-drawer).

Opening drawers, counting cash, getting signatures on forms, making
records of payments in or out (with a paper and pen)?

Something pretty close to 100%, I'd say. It's how all banks operated
until quite recently.

Whether they want to do it is another matter, since every transaction
will eventually need to be input onto the main system.

The compouters are not necessary. This system was in operation before a
computer terminal was ever placed in a bank branch.

The debit card acts as a guarantee of the amount of a cheque up to the
card's limit. It's no different in effect from the bank guaranteeing the
same amount if and when you pay a merchant by cheque.

That's a technological change, not one in which trust has been
withdrawn. The banks were still willing to honour any cheque written
under the card guarantee scheme up to £100. They can trust their own
customers up to £100.

There's bound to be some manual method, but in any case, we were talking
of the bank's computers being down, not the electricity supply, so the
tills will still operate.
