As pointed out by Steve Allen, there's a blog article directly from
Microsoft here:

These articles mostly mention that some API calls that return the
current time with second resolution may return a second labelled "60".

I wonder what sequence of timestamps is returned by a system call like
GetSystemTimePreciseAsFileTime() called frequently before, after, and
*during* a leap second.
