Seamonkey newsgroup is over at ---.
.---------------------------------'
'---> mozilla.support.seamonkey
(NNTP server: news.mozilla.org, port 119)

Might want to tell them how many tabs you have open and to which pages
(URLs) along with whether or not you tried loading Seamonkey in its safe
mode to eliminate effects caused by add-ons.

Use ProcMon and see what it is doing.

This version is for Vista or higher.

https://docs.microsoft.com/en-us/sysinternals/downloads/procmon

You need an older version for work on WinXP.

You can check for ReadFile and WriteFile operations,
and see what files it is poking at.

It might be doing nothing, of course, and just
spinning in a CPU-limited circle. But with any
luck, there will be hints in the Seamonkey events
captured via ProcMon.
