Do people here know what frequences and radio services are used for
long-haul internet such as might be used to enable wi-fi on buses and other
sitations? I've looked all over the FCC's spectrum allocation tables and
haven't found anything. Or are these custom services in a Fixed band?

All the ones I've heard of are normal cellular connections on a business
plan. You can buy a rugged high power multi-antenna modem for around
$1500 or spend about $120 for a WiFi router that accepts USB modems.

The buses and trains use cellular data modems running 4G LTE on
whatever bands the carrier is licensed.

In the past, buses have used data only services such as Motient, RAM
Mobile Data (Mobitex), and Clear (Sprint). However, as major carriers
now offer data only service with better coverage, the buses and trains
have switched.
