I was just reading an article on the moneysavingexpert website that
speeders are soon to be fined up to 175% of their weekly income.

I do not currently have an income so will this mean that I would not be
fined at all?

Under the sentencing guidelines, you would be assumed to have a weekly
income of £120 per week and the fine would be based upon that.

They tried this around twenty years ago - fines related to income so we got: -

Court 1 - man doing 85mph on an empty motorway - fined £1,000
Court 2 - yob convicted ABH on his girlfriend - fined £250

you can guess which paid too!

I do see the logic of fines being related to ability to pay, but it just
amused me to think if you have no income you might not need to pay at
all (which I didn't really think would be the case in reality).

I once foolishly tried to dissuade a PCSO from lifting an almost new Bentley Flying Spur (£100k+) from a parking bay that was outside its hours of operation.

It turned out it wasn't insured!

The owner returned and managed to arrange insurance on the phone...

Why?
I mistakenly thought it was being lifted for some minor parking violation that was not being committed and I knew the PCSO.

I believe that income from savings does not count for this purpose

It isn't just "zero" income people who might have 500K invested in bonds
somewhere

your average city banker on 2 million per year probably has also, but only
his 2 million per year salary is used to calculate the fine, why should it
be different for the zero income person?
