20.04: sometimes there's no wifi icon & settings has no wifi category

Sometimes when I boot Ubuntu 20.04 there's no wifi icon & settings has
no wifi category. This hasn't happened when I boot Win10 on this pc.
pc: asus f512ja-oh36
ubuntu: 20.04
Network: Device-1: Intel Killer Wi-Fi 6 AX1650i 160MHz Wireless
Network Adapter driver: iwlwifi
IF: wlo1 state: up

Do you mean that *at the same time* that Ub doesn't show the icon or
settings, that inxi shows the driver & state up? Or do you mean that
sometimes there isn't wifi or icon or settings, but when there *is* wifi
and icon and settings that under that condition that inxi reports as above?

That is, is there a 'discrepancy' between the appearance + performance
defect and what inxi says?

Or, said another way, is there any situation where inxi *doesn't* show
the driver and/or the state up condition?

I had'nt looked at it that way. I just ran inxi at the time I was
writing my post, not in conjunction with the wifi problem. Next time I
have the wifi problem I'll do inxi and report back.

Ok I had the wifi problem again and entered inxi -n, which returns only:

Network: Device-1: Intel Killer Wi-Fi 6 AX1650i 160MHz Wireless
Network Adapter

which is less info than without the wifi problem.

Also, toggling:

systemctl stop network-manager to
systemctl start network-manager

didn'i fix the wifi problem.

Ok I had the wifi problem again.

Entering:

systemctl stop network-manager then waiting a few seconds,then entering
systemctl start network-manager

didn't fix the wifi problem.

Isn't that sitting on the PCI Express bus ?

If so, PCI Express has a RESET signal, and when you
change OSes, the module will receive a whack.

Other Linux systems are capable of causing
disruption when improperly shut down and rebooting to
another system. At LUG meetings I used to install
and also load up systems from Flash Drive or optical
disk and noted this effect. Ubuntu could do this
quite often as I recall and to get the WiFi working
I had to shutdown, unplug and then remove the battery to
clear the malfunction.

My base system is PCLinuxOS 64 by the way
and I run several other systems in Virtual Box these
days.

Ok I induced the wifi problem twice as follows:

boot win10
visit a website using edge browser
shut down edge browser
do normal power off sequence from win10
power on
boot ubuntu

both times ubuntu settings says 'no wifi adapter found' and there is no
wifi icon on the screen.

How can I check this?

In Windows,

Control Panel => Power Options => Choose what the power buttons do (on
left sidebar)

Look at the "Shutdown settings", specifically "Turn on fast startup
(recommended)

Now i verified multiple times that if I transition from win10 to ubuntu
by choosing 'restart' instead of powering off, the wifi works fine when
ubuntu boots up.

You must have Fast Startup enabled in Windows 10. Settings > Power &
Sleep > Additional Power Settings > Choose what the power buttons do >
Shutdown Settings > Uncheck Turn on Fast Startup (recommended)

I verified that Johathan' s solution by changing a Win10 setting solves
the problem:

Settings > Power & Sleep > Additional Power Settings >
Choose what the power buttons do > Shutdown Settings >
Uncheck Turn on Fast Startup (recommended)
