MINING and TOURISM are the top two revenue earning
sectors of the Goan Economy,and hopefully with Goa
almost turning into a PHARMACEUTICAL HUB,the Pharma
industry might also become a substantial player in the
economy of Goa. With the SEZ also on the "drawing
board", and the crying need for employment generation
for citizens of India resident in the State of Goa, it
would be quixotic to relegate the discussion and
formation of public opinion on issues which could
gravely impact Goa, to the domain of popular writers
and instant armchair critics,who sometimes cannot
resist the temptation of squeezing every drop of ink
in their pen to spew out an "OPINION"/or to "SLANT" it
to suit powerful interests keen on protecting the
STRUCTURAL STATUS-QUO.( Strategically speaking it can
in a sense be said that there has not been substantial
change in the employment situation of Goans during
colonial rule down to the current day, as even today a
very large number of Goans have to leave Goa to earn
their living in other States of India or go to foreign

stomachs I have no objection to replacing the word

MINING and TOURISM are the top two revenue earning
sectors of the Goan Economy,and hopefully with Goa
almost turning into a PHARMACEUTICAL HUB,the Pharma
industry might also become a substantial player in the
economy of Goa. With the SEZ also on the "drawing
board", and the crying need for employment generation
for citizens of India resident in the State of Goa, it
would be quixotic to relegate the discussion and
formation of public opinion on issues which could
gravely impact Goa, to the domain of popular writers
and instant armchair critics,who sometimes cannot
resist the temptation of squeezing every drop of ink
in their pen to spew out an "OPINION"/or to "SLANT" it
to suit powerful interests keen on protecting the
STRUCTURAL STATUS-QUO.( Strategically speaking it can
in a sense be said that there has not been substantial
change in the employment situation of Goans during
colonial rule down to the current day, as even today a
very large number of Goans have to leave Goa to earn
their living in other States of India or go to foreign
lands. Remember the merry saying that "GOANS ARE THE
PHOENICIANS OF THE WORLD". For those with stronger
stomachs I have no objection to replacing the word
"PHOENICIANS" to read as "GANTHIS". Thus reconstituted
the phrase would read as "GOANS ARE THE GANTHIS OF THE
WORLD) Is there no need to "touchstone" any
ARGUMENT,whether about AIRPORTS/ SEZ/ MINING/
ENVIRONMENT,on the genuine needs of GOA and her
people?And the country at large?

In order that LIGHT, not HEAT is generated in this
ARGUMENT , I venture to enumerate below a CHECKLIST
that might come in handy to evaluate and inform this
vexed debate.
CHECKLIST:ARGUMENT ANALYSIS
ASK YOURSELF,
1.WHAT IS THE WRITERS THESIS?
a)What claim is being asserted?
b)What assumptions are being made?
c)Are important terms satisfactorily defined?
2.WHAT SUPPORT IS OFFERED ON BEHALF OF THE CLAIM?
a)Are the examples relevant and convincing?
b)Are the statistics relevant,accurate & complete?
c)Do they allow only the interpretation that is
offered in the ARGUMENT?
d)Whetherauthorities cited are indeed authorities
on the topic,and can they be regarded asimpartial?
e)Is the logic-whether inductive/deductive-
impartial?
f)Is there appeal to emotion which is acceptable?
3.DOES THE WRITER SEEM TO BE FAIR?
a)Are counter-arguments adequately considered?
b)Is there any evidenceof dishonesty or is any
discreditable attempt made to manipulate the
reader?

MOST HUMBLY I SUBMIT THAT NEITHER THE ARTICLE
"BLINDSPOTS IN MEANINGFUL AVIATION PLANNING", NOR DID
THE RESPONSES BY "SUCHETA DALAL"/ "NASCI CALDEIRA" TRY
TO ADDRESS THESE VERY CRITICAL ISSUES WHICH WOULD BE
OF PARAMOUNT IMPORTANCE IN AN OBJECTIVE DEBATE TO
INFORM AND MOULD PUBLIC OPINION.

Let me end by reminding you that "THE MERE FACT THAT
MARX OR HITLER OR FOR THAT MATTER CHANAKYA BELIEVED
