I think it was being excessive to put the man on the register. (For
those who haven't read the article, he was caught doing whatever he was
doing - which isn't clear - by cleaners coming into a hotel room.)
Seriously. I can't see that he's a danger to the public, which I thought
was the purpose of the register. I know there's a "better safe than
sorry" attitude, but there's also the danger of bringing the register
into disrepute (if people think it includes just sad but not dangerous
people, it becomes less serious, and being put on it less of a deterrent
[in extremis some people might even try to get so put]).
I liked the question of whether the bicycle was over 16 years old though
