Does President Bush have any other option but to bring back
the Draft.
The war in Iraq is dragging on and it looks like American
Troops will be there for some years to come.
If they're elected, they'll need to reactivate the draft PDQ.
The only reason they haven't already done it is because they
want to get re-elected.

And this is Cheney/Rumsfeld/Wolfowitz/Perle/et al, not the
idiot Neocon cheerleader Bush.

Ed Gillespie Goes Crazy:

The Barnes interview was supposed to be the highlight of the
evening.

Because of the way the interview was hyped, Republicans
assumed that Barnes was going to change details of the story
he has consistently told about how he helped get Bush into
the Texas Air National Guard.

Priming the GOP troops for a counterattack, Ed Gillespie,
chairman of the RNC, circulated a panicky memo to supporters
on Wednesday claiming that Barnes "will repudiate his
statement under oath that he had no contact with the Bush
family concerning the President's National Guard service."

Gillespie's statement proved to be absolutely false.

Last night Barnes said exactly what he said when his role in
this story first surfaced in The Dallas Morning News in
1999. 3

WASHINGTON | President Bush and his administration have declared a war
against terrorism that may soon involve sending thousands of American
troops into combat in Iraq. I voted against the Congressional resolution
giving the president authority to carry out this war -- an engagement
that would dwarf our military efforts to find Osama bin Laden and bring
him to justice.

But as a combat veteran of the Korean conflict, I believe that if we are
going to send our children to war, the governing principle must be that
of shared sacrifice. Throughout much of our history, Americans have been
asked to shoulder the burden of war equally.

That's why I will ask Congress next week to consider and support
legislation I will introduce to resume the military draft.

Carrying out the administration's policy toward Iraq will require
long-term sacrifices by the American people, particularly those who have
sons and daughters in the military. Yet the Congress that voted
overwhelmingly to allow the use of force in Iraq includes only one
member who has a child in the enlisted ranks of the military -- just a
few more have children who are officers.

I believe that if those calling for war knew that their children were
likely to be required to serve -- and to be placed in harm's way --
there would be more caution and a greater willingness to work with the
international community in dealing with Iraq. A renewed draft will help
bring a greater appreciation of the consequences of decisions to go to war.

powerful as likely to go to war as the poor and middle class becomes

warfare - as is the Bush effort to exempt unearned income from taxes
so only working stiffs will pay taxes. Dividends, inheritances,
investment income, they want to exempt all that. Only working income

1. The unemployment rate averaged 4.1 percent in 2000 and reached a 30
year low of 3.9 percent in October 2000. Today, the unemployment rate
has increased to 5.7 percent. There are presently 8.1 million unemployed
Americans, an increase of 2.5 million compared to 2000

2. The number of Americans experiencing long-term unemployment-over 27
weeks-has almost doubled in the last year.

3. Job creation has reversed. In 2000, the year before President Bush
took office, the economy created 1.7 million new jobs. This trend has
been reversed, and the economy has lost almost 1.5 million jobs since
President Bush took office in January 2001.

4. Poverty is increasing. After decreasing for eight straight years and
reaching its lowest level in 25 years, the poverty rate increased from
11.3 percent in 2000 to 11.7 percent in 2001. In the first year of the
Bush administration, 1.3 million Americans slipped back into poverty,
with a total of 32.9 million Americans living in poverty in 2001.

5. Incomes are falling. After increasing every year since 1991, and
reaching an all time high in 2000, median household income in the United
States fell 2.2 percent in 2001. Median incomes fell for households in
every income group in the country except for those earning over $150,000.

6. Hundreds of thousands of Americans are filing for bankruptcy. Almost
800,000 Americans filed for bankruptcy in the first half of 2002. In the
second quarter of 2002, over 400,000 bankruptcies were filed in the
United States, an all-time record.

7. Mortgage foreclosures are at record highs. In the second quarter of
2002, 1.23 percent of home loans were in the foreclosure process, a
record level. Over this same time period, almost 5 percent of mortgage
loans were delinquent, up almost 20 percent from the average delinquency
rate in 2000.

8. The federal budget deficit is increasing. In 2000, the year before
President Bush took office, the federal budget, excluding Social
Security, showed a surplus of $86.6 billion. The most recent figures
from the Congressional Budget Office indicate that for FY 2002, the
federal budget, excluding Social Security, will show a deficit of $314
billion.

9. This represents the largest budget decline in U.S. history, and it is
the third-largest on-budget deficit in history, exceeded in size only by
the deficits of 1991 and 1992 under the first President Bush. Health
Care Indicators

10.The number of Americans without health insurance is increasing.
Between 1999 and 2000, the number of uninsured Americans fell by 600,000.

11. But this trend has reversed itself and in 2001 the number of
uninsured Americans increased by 1.4 million.

12. Over 41 million Americans — 14.6 percent of the population — had no
health insurance coverage in 2001.

13. The percentage of small businesses offering insurance to their
employees fell by 10 percent between 2000 and 2002.

14. Insurance costs increased by 12.7 percent in 2002, the second
consecutive year of double-digit increases and the largest annual
increase in costs since 1990.

15. Prescription drug prices increased by almost twice the rate of
inflation in 2001.

16. For seniors, who use the most prescription drugs, cost increases
were even higher. The cost of the 50 most popular drugs for seniors
increased by 7.8 percent in 2001, over three times the rate of
inflation. The price of Prilosec, the most popular drug for seniors,
increased at over four times the rate of inflation.

Crime and Drug Use Indicators

17.The crime rate is increasing. In 2000, the year before President Bush
took office, the crime rate reached its lowest level since 1972. This
represented the culmination of a 22 percent decrease in crime during the
1990s.

18. But in 2001, the crime rate increased by 2.2 percent. The murder
rate increased by 3.1 percent, the robbery rate increased by 3.9
percent, and the rate of property crimes increased by 2.2 percent.

19.Drug use is increasing. Drug use among all Americans increased by 13
percent between 2000 and 2001, including significant increases in the
use of marijuana and cocaine. Among young adults, the percentage of drug
users increased by over 20 percent between 2000 and 2001. The number of
Americans in need of drug treatment increased from 4.7 million in 2000
to 6.1 million in 2001.


Environmental Indicators

20.Air pollution is increasing. Recently released data indicate that the
number of times that air quality exceeded the health standard for
ground-level ozone, or smog, almost doubled between 2000 and 2002.

21.Fuel economy is declining as global warming accelerates. Automobile
and light truck fuel economy declined in 2001, reaching their lowest
levels since 1980.

22. Overall, average fuel economy levels have declined by 8 percent
since reaching their peak in 1998. At the same time, 2001 was the second
warmest year on record

23. And areas across the country are experiencing their worst droughts
in decades.

24. The stock market has crashed more since George W Bush took office
than any other president in history, including the great crash of
Herbert Hoover in 1929. Actually, since Bush took office the market has
gone down TWICE what it did at the beginning of the Great Depression.

25. Since Jan 20, 2001 when George W Bush became president there has
been $5 trillion dollars lost by investors in the stock market. (note-
that figure is through Sept 30 and does not include the additional $800
billion lost during the last 10 days of the George Bush administration).

WASHINGTON | President Bush and his administration have declared a
war against terrorism that may soon involve sending thousands of
American troops into combat in Iraq. I voted against the
Congressional resolution giving the president authority to carry out
this war -- an engagement that would dwarf our military efforts to
find Osama bin Laden and bring him to justice.
But as a combat veteran of the Korean conflict, I believe that if we
are going to send our children to war, the governing principle must
be that of shared sacrifice. Throughout much of our history,
Americans have been asked to shoulder the burden of war equally.
That's why I will ask Congress next week to consider and support
legislation I will introduce to resume the military draft.
Carrying out the administration's policy toward Iraq will require
long-term sacrifices by the American people, particularly those who
have sons and daughters in the military. Yet the Congress that voted
overwhelmingly to allow the use of force in Iraq includes only one
member who has a child in the enlisted ranks of the military -- just
a few more have children who are officers.
I believe that if those calling for war knew that their children
were likely to be required to serve -- and to be placed in harm's
way -- there would be more caution and a greater willingness to work
with the international community in dealing with Iraq. A renewed
draft will help bring a greater appreciation of the consequences of
decisions to go to war.

WASHINGTON | President Bush and his administration have declared a
war against terrorism that may soon involve sending thousands of
American troops into combat in Iraq. I voted against the
Congressional resolution giving the president authority to carry
out this war -- an engagement that would dwarf our military efforts
to find Osama bin Laden and bring him to justice.
But as a combat veteran of the Korean conflict, I believe that if
we are going to send our children to war, the governing principle
must be that of shared sacrifice. Throughout much of our history,
Americans have been asked to shoulder the burden of war equally.
That's why I will ask Congress next week to consider and support
legislation I will introduce to resume the military draft.
Carrying out the administration's policy toward Iraq will require
long-term sacrifices by the American people, particularly those who
have sons and daughters in the military. Yet the Congress that
voted overwhelmingly to allow the use of force in Iraq includes
only one member who has a child in the enlisted ranks of the
military -- just a few more have children who are officers.
I believe that if those calling for war knew that their children
were likely to be required to serve -- and to be placed in harm's
way -- there would be more caution and a greater willingness to
work with the international community in dealing with Iraq. A
renewed draft will help bring a greater appreciation of the
consequences of decisions to go to war.

Ed Gillespie Goes Crazy:

The Barnes interview was supposed to be the highlight of the
evening.

Because of the way the interview was hyped, Republicans
assumed that Barnes was going to change details of the story
he has consistently told about how he helped get Bush into
the Texas Air National Guard.

Priming the GOP troops for a counterattack, Ed Gillespie,
chairman of the RNC, circulated a panicky memo to supporters
on Wednesday claiming that Barnes "will repudiate his
statement under oath that he had no contact with the Bush
family concerning the President's National Guard service."

Gillespie's statement proved to be absolutely false.

Last night Barnes said exactly what he said when his role in
this story first surfaced in The Dallas Morning News in
1999. 3

Barnes is liar??? I tried to join the National Guard in 1968. The
waiting lists for the ANG were YEARS long (but my daddy was a
bricklayer so I had no political clout). I put my name on the list
anyway -- just to enlist, not to become a pilot. (I was a college
graduate, B.S. degree in Finance, minor in math, magna cum laude,
already attending graduate school.) Two years later, when I was
finishing my regular army tour in Vietnam, I received the postcard
from the ANG telling me that my name had finally come up. THERE WAS NO
WAY G BUSH GOT INTO THE GUARD WITHOUT POLITICAL HELP. NO WAY. Aside
from just getting into the guard, they give this booze-soaked frat boy
with a "C" average in Yale's gut course, history, a DIRECT COMMISSION.
You have no idea how utterly astounding this is. I served with men in
the Army who had masters degrees in Engineering, and others who had
law degrees, who couldn't get a direct commission. In order to get a
commission you had to volunteer for OCS AFTER basic and AIT. Army OCS
was 6 horrid months of the most grueling physical and mental
punishment you could imagine. 60% of the candidates didn't make it.

I Believe every word Barnes said, despite his daughter, who probably
doesn't know what the hell she's talking about. (Christ only knows
what my daughter would say about my work.).

Tell you what, Sportin' Life, I'll send you a cashier's check for $100
if you can find proof of anyone else with a resume similar to young
GW's ("C" average history major, no ROTC, no OCS, no special skills)
who was given a direct commission in the National Guard (any state,
any unit, army or air) in 1968.

WASHINGTON | President Bush and his administration have declared a war
against terrorism that may soon involve sending thousands of American
troops into combat in Iraq. I voted against the Congressional resolution
giving the president authority to carry out this war -- an engagement
that would dwarf our military efforts to find Osama bin Laden and bring
him to justice.

But as a combat veteran of the Korean conflict, I believe that if we are
going to send our children to war, the governing principle must be that
of shared sacrifice. Throughout much of our history, Americans have been
asked to shoulder the burden of war equally.

That's why I will ask Congress next week to consider and support
legislation I will introduce to resume the military draft.

Carrying out the administration's policy toward Iraq will require
long-term sacrifices by the American people, particularly those who have
sons and daughters in the military. Yet the Congress that voted
overwhelmingly to allow the use of force in Iraq includes only one
member who has a child in the enlisted ranks of the military -- just a
few more have children who are officers.

I believe that if those calling for war knew that their children were
likely to be required to serve -- and to be placed in harm's way --
there would be more caution and a greater willingness to work with the
international community in dealing with Iraq. A renewed draft will help
bring a greater appreciation of the consequences of decisions to go to war.

Washington -- Two prominent members of the Congressional Black Caucus
have voiced support for a nationwide military draft, saying that
children of the rich should serve alongside less privileged Americans in
the war on terrorism.

Reps. Charles Rangel, D-N.Y., and John Conyers, D-Mich., both armed
services veterans, said this week they would ask the House to consider
legislation to reinstitute the draft, perhaps as early as next week, at
the start of the 108th Congress. The United States hasn't drafted troops

made, and those sacrifices need to be shared," Rangel said. "We have to

SEQUENCE OF EVENTS

Here is a brief overview of what would occur if the United
States returned to a draft:

1. CONGRESS AND THE PRESIDENT AUTHORIZE A DRAFT
A crisis occurs which requires more troops than the volunteer
military can supply. Congress passes and the President signs
legislation which starts a draft.

2. THE LOTTERY
A lottery based on birthdays determines the order in which
registered men are called up by Selective Service. The first to
be called, in a sequence determined by the lottery, will be men
whose 20th birthday falls during that year, followed, if
needed, by those aged 21, 22, 23, 24 and 25. 18-year-olds and
those turning 19 would probably not be drafted.

3. ALL PARTS OF SELECTIVE SERVICE ARE ACTIVATED
The Agency activates and orders its State Directors and Reserve
Forces Officers to report for duty. See also Agency Structure.

4. PHYSICAL, MENTAL, AND MORAL EVALUATION OF REGISTRANTS
Registrants with low lottery numbers are ordered to report for
a physical, mental, and moral evaluation at a Military Entrance
Processing Station to determine whether they are fit for
military service. Once he is notified of the results of the
evaluation, a registrant will be given 10 days to file a claim
for exemption, postponement, or deferment. See also
Classifications.

5. LOCAL AND APPEAL BOARDS ACTIVATED AND INDUCTION NOTICES SENT
Local and Appeal Boards will process registrant claims. Those
who pass the military evaluation will receive induction orders.
An inductee will have 10 days to report to a local Military
Entrance Processing Station for induction.

6. FIRST DRAFTEES ARE INDUCTED
According to current plans, Selective Service must deliver the
first inductees to the military within 193 days from the onset
of a crisis.

Excerpt of former Lt. Governor Ben Barnes on getting Bush
into the National Guard:

"I got a young man named George W. Bush into the Texas Air
Guard - and I'm ashamed." 1


Barnes on his decision to help George W. Bush and others get
into the National Guard:

"I've thought about it an awful lot and you walk through the
Vietnam memorial, particularly at night like I did a few
months ago and, I tell you, you'll think about it a long
time. ...I don't think that I had any right to have the
power that I had to choose who was going to Vietnam and who
was not going to Vietnam. That's power. In some instances,
when I looked at those names, I was maybe determining life
or death and that's not a power that I want to have. ..."


Barnes on his feelings of regret:

"It would be very easy for me to sit here and tell you, Dan,
that I had wrestled with this and lost a lot of sleep at
night, but I wouldn't be telling you the truth. I...not
eagerly, but readily, was willing to call and get those
young men into the National Guard that were friends of mine
and supporters of mine. ...Reflecting back, I'm very sorry
about it, but you know, it happened and it was because of my
ambition, my youth and my lack of understanding. But it
happened and it's not..something I'm necessarily proud of." 2
