I don't know what you actually read, but no such effect exists.
If you're a dwarf and you eat a dwarf corpse, that is cannibalism
and the effect of cannibalism on most--but not all--characters is
to cause 'aggravate monsters'. Aggravate monsters (a persistent
condition which mostly just wakes up sleeping monsters even if
you don't attack them or make noise in their vicinity) is not remotely
the same as conflict (a condition which can be toggled on and off
that causes monsters to attack adjacent monsters, and peaceful or
tame monsters to attack you when adjacent).

Dwarves can be cavemen, and the #invoke property of caveman's
quest artifact is conflict, but I find it hard to believe that that could
be misconstrued as something to do with eating dwarf corpses.
