Cuba announces major salary rises

Fidel Castro wants to reward people like doctors

Cuba has announced a major increase
in government salaries as it tries to
reward workers with high productivity
and advanced university degrees.

The bonuses will boost some
government salaries by up to 50%.

Cuba's Communist Party daily
newspaper says that the pay
rises will be the first some
civil servants have been
awarded in 23 years.

Workers with masters degrees will
receive a bonus of up to $4 a month.

Doctors will get an extra $7.

The raw figures might seem low but in Cuba -
where the average monthly salary is around $15 -
the rises will be welcome.

Perhaps all the more so because
they come at the same time the
Cuban government is launching
a campaign against those that
supplement their salaries
through illicit means.

Rich targeted

President Castro has vowed to
clamp down hard on rampant robbery
from state enterprises.

In a speech last week he also blamed
many of the country's woes on what he
described as Cuba's new rich -

principally intermediaries and
independent restaurant owners who
have profited from this economy's
very limited opening up to private
enterprise.

They, it appears,
are being targeted in another move announced -
a staggered price rise of up to three times
for heavy consumers of electricity.

Cuba's decrepit electrical infrastructure
has in recent years proved insufficient to
power the whole country.

The government says that the entire
population needs to be made aware of
the cost of energy,

particularly those that use it
to run their own businesses.

and their infant mortality rate is lower than the US. In some ways, Cuba
is a smashing success. And they feed their whole population, which not

El film dirigido por Luis Guardia y producido por Pedro Corzo, se proyectó a sala completa y fue comentado por un panel integrado por el Prof. Gabriel Gasave, Investigador Asociado de la Fundación Atlas 1853 , Analista del Independent Institute (Oakland, California) y profesor de San José State University y el Dr. Armando Ribas columnista de diversos medios de comunicación, consultor de empresas, profesor en el ESEADE , miembro del Consejo Académico de la Fundación Atlas 1853 y conductor del programa televisivo "Sin fronteras", que se emite por el canal P&E. The friends of American (including especially Cuban-American) opponents
of the Cuban Revolution who live elsewhere in the Americas to no object
to not being called "Americans" not because of semantic reasons -- the
word "American" or its equivalent in English, French, and several other
languages defaults to "resident of the United States" -- but because of
they do not object to their country's leadership's non-defense of
national sovereignty and their servility to the U.S. governemnt and
corporations. Mexico's President, Vicente Fox, is Mexican by birth and
life-long residence, etc. Fox was not only a servant of Coca-Cola, but
he was the honcho for that U.S. megacorporation in Mexico. And to
think that Mexico's president Fox should take offense at Venezuela's
president Hugo Chavez calling him a "puppy" of the United States
government!

Listening to the New York Times or Hollywood's contingent of wide-eyed
Castro worshippers you'd get the idea that medical care in Castro's Cuba
makes America's healthcare system look like a third world system.


Such claims are pure myth.


Dr. Hilda Molina, one of Cuba's top neurosurgeons, a one-time member of the
Cuban parliament, and a confidant of Fidel Castro, made the mistake of
criticizing her nation's medical care system.


Molina exposed Cuba's two-tier medical system that enabled rich foreigners
to come in for treatment at first-class facilities in Cuba, paying in
dollars, while ordinary Cubans got some of the most atrocious medical care
on the planet.


According to The American Thinker magazine, Molina was seriously punished
for her revelations, as well as objecting to Castro's fetal stem-cell
research program on the grounds of conscience.


In the end, she lost her job, her parliament position, her livelihood and
everything she'd worked for.


"Last December, she tried to leave Cuba to visit her Argentinian son, his
wife and their children," the Thinker reported. "There was a showdown at the
Argentinian Embassy and much to its disgrace, the Argentines refused to give
her a visa, shoving her back to Castro's waiting agents on the outside.
Nothing has been heard from her since."


Dr. Molina was not alone in decrying the shabby state of medical care
inflicted on ordinary Cubans under Castro. The American Thinker cited a
Cuban source that took on the issue head-on.

'one of the most modern and best ones in the country.' The hospital is in
the nation's capital and the most populated city in the country. Imagine the

Moreover "this is not a hospital that caters to foreigners. This is a

You would think that some exiles would have shed light on this massive

Cuba's figures. I recall that Cuba's claims in 1980 that Cubans had the

balanced diet and the state admitted that. Furthermore, many Communist
countries long had pretty dismal figures in a lot of these areas that

negro viene a tocar un nervio sensible en el
tejido social de los
cubanos que, acostumbrados a ''inventar'' para
sobrellevar las
carencias, est=E1n a la expectativa de las medidas
que adoptar=E1 el
gobierno.

Los cubanos pasaron el fin de semana digiriendo el
contundente discurso
en que Castro anunci=F3 la noche del jueves una
batalla frontal contra
la ''bolsa negra'', la corrupci=F3n y las
ilegalidades, que, seg=FAn =E9l,
amenazan con destruir la revoluci=F3n socialista,
en pie desde hace casi
47 a=F1os.

''Un hurac=E1n categor=EDa cinco''. Con esa frase,
muy familiar para los
cubanos, Castro ilustr=F3 lo que est=E1 por venir
para acabar con los que
llama ''nuevos ricos'', la desigualdad social y
los robos masivos que
drenan la econom=EDa estatal.

Aunque no precis=F3 las me-

didas, Castro anunci=F3 un estricto plan de
control de recursos
estatales, dibuj=F3 el cierre a peque=F1os
espacios abiertos a la
actividad privada -peque=F1os restaurantes y

la guagua (bus) por
horas'', dijo una estudiante de 18 a=F1os, que
reci=E9n bajaba de un
''almendr=F3n'' en una c=E9ntrica calle de La
Habana.

La maquinaria del rumor que en Cuba funciona bien
aceitada aceler=F3 su
marcha el fin de semana tras el discurso. Muchos
acudieron a los
agromercados para abastecerse ante un eventual
''cierre'' y desde hace
d=EDas hay aglomeraciones frente a las casas de
cambio para vender la
moneda convertible y adquirir pesos cubanos.

''La cosa se va a poner m=E1s dif=EDcil. Vine al
agro muy temprano porque
me dijeron que los iban a cerrar, pero no hay casi
nada, est=E1 muy malo
y todo sigue car=EDsimo'', dijo un ama de casa de
49 a=F1os, en un
mercado del sector de Miramar, oeste de La Habana,
objeto hace diez
d=EDas de una inspecci=F3n.

La batida contra las ilegalidades, unida a los
efectos de la sequ=EDa y
los huracanes, trajo un desabastecimiento en los
agromercados pues la
polic=EDa ha decomisado camiones de productos
cuyos vendedores no
ten=EDan licencias.

''Es un abuso, en este agro venden muy caro; pero
en el puesto de
vianda -agro estatal subvencionado-, que es
much=EDsimo m=E1s barato, no
hay nada'', a=F1adi=F3 el ama de casa, que

Pero Castro dijo que, con las reformas que

vivir del trabajo o la pensi=F3n. Es decir, que no

Sin embargo, muchos cubanos se muestran

mensuales) obligan a muchos
a ''inventar'' otras formas de hacer dinero para
alimentar a sus
familias.

a staggered price rise of up to three times

Cuba's decrepit electrical infrastructure

power the whole country.
