(setup /disasterrecovery) in you have reinstalled the operating system
(using the same parameters like hostname, IP, etc.). In this mode, Exchange
will read its configuration from Active Directory (databases parameters,
storage groups, etc.). At this time, if you start the information store
service, users will get an empty mailbox (this is probably what you'll do if
you are not able to restore the backup). Then you could restore the files
you have in the original location. Try to mount the database and check if
the mailboxes are available. It should work.

If the domain controller cannot be restored, you should move the FSMO & GC
to the other DC : http://www.petri.co.il/transferring_fsmo_roles.htm
In the case, the DC cannot be restored, you have to remove the server from
the Active Directory (as you will not be able to promote it again as its
name is always in Active Directory). http://support.microsoft.com/kb/216498
At this point, you could reinstall your domain controller from scratch (add
it as a new domain controller for an existing domain). When it's done, you
could start to reinstall Exchange with the /disasterrecovery (for the
Exchange Service Pack, you'll find the /disasterrecovery with the update.exe
command).Don't forget to install the same service pack level (for Windows &
Exchange).
If you don't have another domain controller (this means you lost all
computers and users objects of the domain), you'll have to recreate all
objects from scrach (not cool). I guess you'll not able to use your backup
of the mdbdata folder except with Ontrack PowerControls (commercial product
able to open .edb files to extract messages/contacts/etc without Exchange
installed).
