The TARDIS has materialised on Skaro and surrounded by Daleks screaming
Ex-ter-mi-nate, Ex-ter-mi-nate, Ex-ter-mi-nate.

On the viewer the Doctor sees that more and more Daleks are coming from
the city to surround the TARDIS.

He opens a communications channel to Davros and sends him a message
telling him he is on the planet.

As the Doctor waits more and more Daleks surround the TARDIS now
repeatedly screaming Ex-ter-mi-nate the Doctor.

When no more Daleks can be seen leaving the city and with the TARDIS
completely surrounded the Doctor opens the TARDIS door.

The Daleks continue screaming as the Doctor steps out on Skaro. They
point their gun stalks towards him. Then the begin to part in front of
him, making a corridor leading towards the city. The Doctor walks
towards the city with the Daleks screaming louder and louder.

The Doctor enters a near empty city and heads towards the location of
the Master and arriving greets him.

The Master asks how the Doctor managed to get past the Daleks without
being exterminated.

The Doctor explains that because he sought asylum the he is now
protected by The Shadow Proclamation. No alien world is allowed to
attack or threaten a protected person and the Daleks must give the
Doctor safe passage.

He explains to the Master what has happened on Gallifrey. The Master is
annoyed to hear that Rassilon still lives.

The Doctor knocks on the door of the cell and it opens. He tells the
Dalek guarding it that he wants to see Davros along with the Master. The
Dalek escorts them to Davros's chamber.

Meanwhile back on Earth a TARDIS materialisation sound is heard at UNIT
HQ. The TARDIS is shaped like a silver metal cylinder. The Door opens
and armed Time Lords file out.

UNIT troops open fire but their bullets bounce off the Time Lord's
personal forcefields. The Time Lords fire back and stun the UNIT troops.
They start turning over the building but cannot find any sign of the
Doctor.

Other TARDISes begin materialising all over the Earth searching for the
Doctor.

On Skaro the Doctor tells Davros that Rassilon wants to reignite the
Time War.

Davros tells that Doctor that the Time War was all the work of Rassilon.
It was begun by Rassilon when his consciousness dwelt inside the Matrix,
manipulating Time Lord presidents to do his bidding and eventually give
him a new set of regenerations. He thought the Daleks were the most fit
to conquer the universe and once conquered Rassilon would betray them an
take it away from them, but the Master revealed to them his plan.

Outside sirens begin to blear. Davros looks up at his viewer and sees
that Skaro is under attack.

The planet has been surrounded by War TARDISes.

A message comes over the speaker demanding that Davros surrenders the
criminals known as the Doctor and the Master to President Rassilon.

Dalek ships begin to rise up from the city.

How would Rassilon have taken the universe away from the Daleks?

Why would the Daleks have believed Rassilon's promises in the first place? Daleks have never struck me as the trusting type! Especially given the harm ONE Time Lord (The Doctor) has done them!

So that Master had the courage to warn the Daleks of Rassilon's treachery, but then was so scared that he fled 100 trillion years into the future?

The Daleks were indirectly manipulated. They didn't know until the
Master told them.

Then the Doctor told Davros that he was on Skaro, and suddenly, the Daleks were screaming "Ex=ter-mi-nate the Doctor". To me, that meant that the Daleks hadn't known that the Doctor was present until he told Davros that he was present! I wondered why the Daleks didn't realize that the Doctor was present, given that there was a blue police box standing on their planet!

Has River Song ever visited Skaro? Have any Daleks ever encountered River Song and lived to tell about it?

Since the Daleks have encountered the Doctor and his blue box TARDIS so often, I had thought that the Daleks would automatically assume the presence of the Doctor whenever a tall blue box wheezed into existence!

As the Doctor waits more and more Daleks surround the TARDIS now
repeatedly screaming Ex-ter-mi-nate the Doctor.
So the Daleks didn't realize that the DOCTOR was in the TARDIS until
the Doctor had told Davro of his arrival? Didn't the Daleks
recognize the distinctive blue box shape of the TARDIS? (Haven't the
Daleks seen the Doctor and his TARDIS on many occasions?).
The Daleks didn't know that the Doctor was under the protection of the
Shadow Proclamation.

Not what I was asking. I noted that at first, the Daleks were screaming "Ex-ter-mi-nate". Then the Doctor told Davros that he was on Skaro, and suddenly, the Daleks were screaming "Ex=ter-mi-nate the Doctor". To me, that meant that the Daleks hadn't known that the Doctor was present until he told Davros that he was present! I wondered why the Daleks didn't realize that the Doctor was present, given that there was a blue police box standing on their planet!
A blue box doesn't automatically mean the Doctor. Could have been River
Song borrowing it.
In the Dalek episodes I have seen, whenever the Daleks have seen a blue police box, they have invariably seen the Doctor in or near the TARDIS. Therefore, they should have known that the Doctor was present the moment they saw the blue box, so should have been screaming "Exterminate the Doctor" from the moment they saw the box.

The Daleks continue screaming as the Doctor steps out on Skaro. They
point their gun stalks towards him. Then the begin to part in front of
him, making a corridor leading towards the city. The Doctor walks
towards the city with the Daleks screaming louder and louder.
The Doctor enters a near empty city and heads towards the location of
the Master and arriving greets him.
The Master asks how the Doctor managed to get past the Daleks without
being exterminated.
The Doctor explains that because he sought asylum the he is now
protected by The Shadow Proclamation. No alien world is allowed to
attack or threaten a protected person and the Daleks must give the
Doctor safe passage.
He explains to the Master what has happened on Gallifrey. The Master is
annoyed to hear that Rassilon still lives.
The Doctor knocks on the door of the cell and it opens. He tells the
Dalek guarding it that he wants to see Davros along with the Master. The
Dalek escorts them to Davros's chamber.
Meanwhile back on Earth a TARDIS materialisation sound is heard at UNIT
HQ. The TARDIS is shaped like a silver metal cylinder. The Door opens
and armed Time Lords file out.
Why would the military TARDIS have a materialization sound? Wouldn't the War TARDISes be designed for silent running? (Didn't River Song say that the materialization sound made by the Doctor's TARDIS is caused by the parking brake?).

him a new set of regenerations. He thought the Daleks were the most fit
to conquer the universe and once conquered Rassilon would betray them an
take it away from them, but the Master revealed to them his plan.
Outside sirens begin to blear. Davros looks up at his viewer and sees
that Skaro is under attack.
The planet has been surrounded by War TARDISes.
A message comes over the speaker demanding that Davros surrenders the
criminals known as the Doctor and the Master to President Rassilon.
Dalek ships begin to rise up from the city.
Once the Dalek ships are all in the air, War TARDISes materialize in the Skaran cities and start exterminating the Daleks on the ground, and also looking for the Doctor and the Master! Other War TARDISes materialize INSIDE the Dalek ships to blow them up from the inside!

A message comes over the speaker demanding that Davros surrenders the
criminals known as the Doctor and the Master to President Rassilon.
Dalek ships begin to rise up from the city.
The forthcoming battle is going to look very interesting, with War TARDISes and Dalek ships hopping about in TIME trying to gain an advantage in their duels.

I suggest that Davros immediately send a Dalek ship back in time a few hours to warn his past self about the Time Lord attack, so that the Daleks can stage an ambush!

manipulating Time Lord presidents to do his bidding and eventually give
him a new set of regenerations. He thought the Daleks were the most fit
to conquer the universe and once conquered Rassilon would betray them an
take it away from them, but the Master revealed to them his plan.
Could it be that the Master blowing the whistle on Rassilon is what led the Daleks to execute him at the start of the 1996 TV Movie?

No.
Agamemnon said somewhere that the Master had thought that the Daleks would reward him for telling them about Rassilon's plot against them, but that the Master had thought wrong. I was thinking that the Daleks, instead of rewarding the Master, might have decided to execute him!

The Doctor enters a near empty city and heads towards the location of
the Master and arriving greets him.
The Master asks how the Doctor managed to get past the Daleks without
being exterminated.
The Doctor explains that because he sought asylum the he is now
protected by The Shadow Proclamation. No alien world is allowed to
attack or threaten a protected person and the Daleks must give the
Doctor safe passage.
He explains to the Master what has happened on Gallifrey. The Master is
annoyed to hear that Rassilon still lives.
The Doctor knocks on the door of the cell and it opens. He tells the
Dalek guarding it that he wants to see Davros along with the Master.
So the Daleks were holding the Master captive. Why were they holding him captive. Why didn't they simply exterminate him?
