This is the error message in errorlog.txt:

After analyze the error information, you can follow below steps to see if
it helps.
1. Close SBS Server Management.
2. Open a Command Prompt window, type the following commands:
cd c:\Program Files\Microsoft Windows Small Business Server\Monitoring
regsvr32 sbsmon.dll
3. Open Windows Explorer, right click the folder c:\Program Files\Microsoft
Windows Small Business Server\Monitoring, click Permission tab, and then
check if the <domain name>\Administrator group has the Full Control
permission. If it is not in the Access Control List, please add it.
4. Make sure the user account that you logon is the member of <domain
name>\Administrator group
5. Log off and then logon.
Please try to reinstall the monitoring component, what is the result?
If the monitoring component still can not be installed, let us try to
install it in Clean boot mode to avoid any anti-virus application
conflicts. What is the result?
1) Run MSCONFIG.EXE.
2) In the Services tab, click "Hide All Microsoft Services" and click
"Disable All".
3) In the Startup tab, click "Disable All". Click OK. (This will
temporarily prevent third-party programs from running automatically during
start-up.)
4) Restart the computer. Then please try to reinstall the monitoring
component. Please let me know the result.
If the issue persists, please also help me collect the following
information:
1. What is the exact error message you received? Please help me collect
some screen shots when reproduced the issue.
2. Please save a text of the application and system logs for analyze:
To save a text copy of Application /System log:
A. Open Event Viewer: Start -> All Programs -> Administrative Tools ->
Event Viewer.
B. Right-click on Application/System log and select "Save Log File As?".
Please compress all files to a zip file and mail them at my working
mailbox: v-***@microsoft.com

Thanks for using the SBS newsgroup.
From your description, I understand the issue to be: the monitoring
component failed to install and received error message. If I am off base,
please don't hesitate to let me know.
For current situation, I would suggest we use the following steps to
totally reinstall monitoring and test this issue again.
I. Uninstall Monitoring
1. Click Start, click Control Panel, and then click Add or Remove
Programs.
2. Select Windows Small Business Server 2003 and then click
Change/Remove. The Setup Wizard appears.
3. Click Next to start the wizard.
4. On the Windows Configuration page, click Next.
5. On the Component Selection page, in the Action column, change
Server Tools to Maintenance, change Monitoring component to Remove, and
then click Next.
6. On the Component Summary page, click Next.
7. Click Finish.
II. Uninstall Microsoft SQL Server Desktop Engine (SBSMONITORING)
In Add or Remove Programs, select Microsoft SQL Server Desktop Engine
(SBSMONITORING) and then click Remove. A dialog box appears. To confirm
that you want to remove, click Yes.
III. Rename the folder
C:\Program Files\Microsoft SQL Server\MSSQL$SBSMONITORING
to C:\Program Files\Microsoft SQL Server\Old.MSSQL$SBSMONITORING
HKEY_LOCAL_MACHINE\Software\Microsoft\SmallBusinessServer\Monitoring
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server\SBSMonitoring
V. Please check there is no entry named Microsoft Health Monitor 2.1 in the
Add/Remove programs. If there is, please click to remove it. Then, please
check the C:\WINDOWS\system32\wbem\HealthMonitor folder is deleted. If not,
please delete it.
VI. Install the Monitoring component
1. In Add or Remove Programs, select Windows Small Business Server
2003 and then click Change/Remove. The Setup Wizard appears.
2. Click Next.
3. On the Windows Configuration page, click Next.
4. On the Component Selection page, in the Action column, change
Server Tools to Maintenance, change Monitoring component to Install, and
then click Next.
5. On the Logon Information page, click Next.
6. On the Component Summary page, click Next.
7. Click Finish.
What is the result? If the issue persists, please compress the logs in the
following folder into a zip file and send it to me at
C:\Program Files\Microsoft Integration\Windows Small Business Server
2003\Logs

Hello All,
I have had some issues with the Monitoring Component of SBS, and
uninstalled
it via Control panel >Windows Small Business Server Setup. After
rebooting,
the reinstall gave me the following error: "An error occurred while
installing Health Monitor. Rerun Setup, and retry installing Health
Monitor."
Machine info: SBS 2003 Premium, upgraded to SP1
1. Reboot
2. From another post by Mariëtte Knap: "Clear out the %temp% and register
wizchain.dll before running setup again
regsvr32 "C:\Program Files\Windows for Small Business
Server\Administration\wizchain.dll" "
Tried install after step #2, same message as above
3. Uninstalled SBS Monitoring MSDE instance from Control panel, Renamed
the
MSSQL$SBSMONITORING folder under C:\Program Files\MSSQL\, and rebooted.
Same result as above.
I would really appreciate any shared wisdom.
