i have a dfs root on a dc that is running out of disk space, so i have
connected the server to a SAN and want to move the dfs root to a the
different logical drive on the same server. any idea how to do that? thanks.

This should be a pretty straight forward procedure.
Do this after hours of course.

Perform a system state backup first.
Validate the status of the DFSroot and links are enabled and OK.

stop the dfs service
stop the server service (browser service will also stop)

Create a new folder on the drive letter that is your SAN.
open the registry and browse to HKLM\system\CCS\Services\LanManServer\Shares
Modify your DFSroot share entry to point to the new target folder.

Start the server service and browser service. (validate the new folder is
now shared with dfsroot share name)
Start the DFS service.

Now open your DFS admin GUI and check status on your root and links.

You are done.

These instructions sound as if this will only redirect the target to a new
location. What about the data? How should that be moved to the new location
in this process?

Nick is correct, how can the existing data be moved to the new location?
Just copy it or is there a process for it.

the SYSTEM drive is running out of disk space.

This depends on what the root is. Also, if the root is large, recreating it
could be an issue if disk space is lacking as it could force you into a
Journal Wrap that you can't get out of.
I only have a small DFS structure - but many users using it, so I'm
looking for the cleanest way to proceed.
Is this a domain or stand alone root?

This is a domain root DFS

I want to move it to a different domain controller as we are replacin
old hardware

What is the best way to proceed - I need the exact steps

What do mean about the root being large
The DFS structure is small
However the data stored within the shares on other servers is large
It is used by many users
