I've no idea what MS Office's "Outlook" might be.

"Outlook" and "Outlook Express" have, despite their similar names,
absolutely nothing to do with eachother.
"Outlook" is the mail/calender application within the MS Office suite,
"Outlook Express" is the mail/usenet application included with older
versions of Windows (or available for free within an "internet applications"
additional package).
Their coding and functionality is completely different.
This is likely the result of some marketing decision just like the
Windows naming and version number structure.
