Here is the text from the accompanying tag:

"In memory of the victims of 7th July 2005
and with enduring respect for their families and
all those who where effected that day and afterwards.

From all the staff at Transport for London"

So the pair of them where effected by some sort of word-blindness, or stupidity.

Yup, it looks like the text was dictated by one of the people it was from,
wrongly transcribed by an illiterate erk, and then sent without being

who almost certainly do think it's racist to insist that people in
communication jobs write English competently.

Whether we happen to like it or not, and most of us of a certain age most certainly
don't, correct grammar, spelling and vocabulary are regarded as being largely
secondary nowadays, even "elitist"; providing the intended audience or readership
understand what is meant.

In other words, any amount of what in the past would have been termed illiteracy is
acceptable, providing it's capable of being understood by all the other illiterates
out there.

Exceptions being things such as the terms and conditions governing all sorts
of commercial transactions which 95% of customers are unlikely to read in the first
place, whether literate or not. Even when printed in a font large enough to be
read without the aid of a magnifying glass.

Sadly I am not surprised. TfL press releases, board papers and reports are littered with such errors. No one bothers to properly proof read this stuff which means appalling errors are made and then published for the public to see.
