There are direct replacement PATA/IDE solid state drives for old hard
drives. But are they worth buying? Given the slower throughput of the IDE,
would there be any visible speed-up by using an SSD rather than an HD?

Actually, yes. While the data transfer rate itself won't
change, the *seek* times will drop to essentially zero.
Depending upon the layout of the data you're accessing,
the size of blocks you're transferring, and the rate of
"random" seeks you're doing, replacing and HD with SSD
can result in an order of magnitude (or more) effective
improvement.

Caveat: SSDs bring a new -- not necessarily "bad", just
different -- set of issues related to data retention.
