Here is a somewhat gap-filled account of the ancestry of the 1st Earl
of Balfour, aka Arthur Balfour (Prime Minister, and nephew of another
Prime Minister). The same ancestry, obviously, holds good for his
brother, the 2nd Earl and for the ancestor of the new 5th Earl.

The 5th Earl's brother and heir presumptive is married to a James VI &
I descendant - Countess Svea von Goess. According to Paul Theroff's
file, he is father of a daughter (Eleanor) and a son (George). I
assume that the new Earl may petition for his brother to enjoy the
courtesy style of an earl's younger son.

Here is an interesting petition about the estate
http://www.parliament.the-stationery-office.co.uk/pa/ld200102/ldjudgmt/jd021106/balfou-1.htm

BTW, is the new 5th Earl's eldest daughter's husband George Franks,
the same George Franks who is also a James VI & I descendant (and
several years, then, his Balfour wife's senior)? IIRC, they have had a
son - a first great-grandson for the late 17th Duke of Norfolk.

No - he's a George William, youngest son of Anthony Franks.

I think I'm correct in stating that the 5th Earl of Balfour succeeds
by special remainder - not being a descendant of any of the previous
earls.

The special remainder is unusually complex. Failing issue of the
(unmarried) first earl, both peerages go "to his brother, the Rt. Hon.
Gerald William Balfour and the heirs male of his body, with remainder
to his nephew Lieutenant Colonel Francis Cecil Campbell Balfour CIE
CBE MC and the heirs male of his body, with remainder to his nephew
Oswald Herbert Campbell Balfour CMG and the heirs male of his body."

GW succeeded as 2nd earl in 1930 and his son and grandson as 3rd and
4th earls in 1945 and 1968 respectively. If the 5th earl descends from
FCC, there is still another line in reserve in the event of another
extinction of male heirs. OTOH the remainder might have been worded
that way because FCC was not expected to leave heirs. Can anyone fill
in the relationships?

Oswald Balfour died unmarried in 1953. So the newly succeeded 5th Earl
- Roderik, his brother Charles & Charles' son George are the only
surviving heirs. The 5th Earl & his brother are grandsons of Francis
Balfour, their late father Eustace (died 2000) was his only son.

George Balfour has Habsburg descents (Meran & Tuscan) through both his
maternal grandparents, his mother is Countess Svea von Goess. Svea's
only brother Moritz marries Duchess Fleur of Wurrtemberg early in
August.
