The FBI knew about LHO. They knew who he was and that he got into a
fracas handing out Hands Off Cuba propaganda. They knew he was arrested by
the NOPD and fined. I would expect they were aware of his TV and Radio
interviews. The FBI learned he moved to the Dallas area. Based on FBI
standard procedure they notified the Dallas office that LHO was now in
their region. At that point his file was transferred to Dallas. I would
think a copy of this information was sent to FBI headquarters. This would
be logical SOP.
So LHO now has a police record in NO and the FBI is aware of this fact.
While in NO he applies for a visa to Cuba but is not approved. If LHO is
on a watch list would the State Department notify the FBI of this request?
Was there an automatic notice to the FBI or CIA ?
LHO decides to try his luck in Mexico City. He shows up on CIA
surveillance entering the Cuban Embassy. Next he makes a visit to the
Soviet embassy. He is turned down by both, but does the CIA know that?
They might know about the Cuba rejection based on CIA inside connections,
who might confirm the Soviets turned him down too.
LHO now has a job in Dallas. A local FBI agent makes two visits to the
Paine residence to interview Marina. In an interview on Nov 1 the FBI is
informed LHO has a job with the TSBD. When the Dallas parade is announced
does the FBI automatically notify all relevant Federal agencies and
specifically USSS based on NTK and SOP?
Question: Did the FBI notify the Secret Service about this former
defector as a matter of protocol between all Federal Agencies?
