The FBI knew about LHO. They knew who he was and that he got into a
fracas handing out Hands Off Cuba propaganda. They knew he was arrested by
the NOPD and fined. I would expect they were aware of his TV and Radio
interviews. The FBI learned he moved to the Dallas area. Based on FBI
standard procedure they notified the Dallas office that LHO was now in
their region. At that point his file was transferred to Dallas. I would
think a copy of this information was sent to FBI headquarters. This would
be logical SOP.

So LHO now has a police record in NO and the FBI is aware of this fact.
While in NO he applies for a visa to Cuba but is not approved. If LHO is
on a watch list would the State Department notify the FBI of this request?

What this demonstrates is that Oswald was a person of interest, or
suspicious person if you prefer, as he should have been. What it doesn't
show is how Oswald would have stood out from other persons of interest or
suspicious persons or why he would have been considered a potential
assassin. Easy to say after he commits an assassination they should have
made him a higher priority item but nothing in advance Dallas trip would
have indicated to anybody he was more likely to be a potential assassin
than any of the other people on their radar screen. Again, it's all 20/20
hindsight.

Or a possible person to be used. Priscilla Johnson had a 201 file. Not
because she was a criminal or a potential assassin. She was being
evaluated as a possible asset.

That is excellent information and underscores what I have said about
Oswald. While he was a screwball and a person of interest, they had no
direct information that he posed a real threat to JFK. The FBI and SS
seemed to be only interested in people who had made real threats, not
combing through their files and trying to guess who an assassin might be.

Threatening government officials of the United States is a felony under
federal law. Threatening the President of the United States is a felony
