This is a very interesting situation and hardly surprising. The
government was put in a position where hard decisions were forced on
them in a hurry and although they made a couple of errors (one was the
delay in closing the border)
they at least acted firmly. For me the disappointing part is the
politicing that is going on by both Labour and National (and others).
However it is absolutely crucial to understand if the law was not
followed because that needs to be taken into account in the future and
if necessary the law amended. Due legal process is appropriate.

I agree almost universally with Prof. Hopkins.
The reason level 4 worked was because of 2 considerations:
- businesses, seemingly universally, closed unless permitted to trade.
Those that were permitted to trade, seemingly universally, observed
severe restrictions on visiting customers.
- private individuals, with far more exceptions than with businesses,
observed the level 4 restrictions. This in part though was because
there was almost nowhere to go other than very limited recreation
using public resources (e.g. roads).
Given the Hopkins article and the judicial review initiated by
Borrowdale, it is more than likely that the restrictions of level 3
and 4 will not be as universally observed in the future as they have
been to date. This is particularly applicable if the Government
allows us to go to Level 2 then reverts to Levels 3 or 4 for whatever
reason. It is also applicable if we are held at Level 3. Should any
of these scenarios arise it is imperative that the Police/Defense
Force have revised law to operate under where the gaps exposed have
been plugged. Public knowledge that such gaps have been plugged is
the key to continued compliance.
