I suggest a fusion engine could be made from a high inductance coil with its
ends attached to copper rings at each physical end of the coil with a tube
of low pressure hydrogen inside.

How about utilizing inertial confinement (much like Daedelus)?
Only with smaller fusion pellets - possibly containing the Deuterium and He3
(or Tritium if you can't get the He3 working just yet) caged inside
corresponding (a smaller one inside a larger one) Fullerines?
Spray out thousands of targets and hit them with high-energy lasers,
generating the thrust required.
