Loosely translated it means "Controlled risk interception"

May be not. The payment has been declined but it may be due just a
failure in your card verifying- I'm not suggesting there is anything
wrong with your card but 'gliches' aren't unknown- sometimes just due to
timeouts.

Bank was a bit sniffy about using a Debit Card for an overseas payment.

A bit odd, I do it quite often- both debit and credit cards. A one time
they used to like a 'heads up' if you were planning on using it aboard
but, at least in Europe, even that has stopped. You could try telling
then you use it aboard, that may help.

I had problems with my credit card on holidays in the USA ,especially
when chip and pin was introduced. My bank seems to like a "heads up"
certainly on my last trip about 3 years ago, when they blocked my card.
Ok they'd sent me letter to my house, but that wasn't much use. A
phone call fixed it.

The blocked my card when I went to Gibraltar but RBS have a phone text

C&P is being slowly rolled out in the US but the magnetic strip is still
in common use. In contrast, the Canadians are way ahead, they had C&P 10
years ago.

ATM fees and cash-back at the checkout fees are the one to watch out for
though.

Yeah, because that works.
Despite telling the bank that I was going to India and that there would
be a large amount of charges from India they stopped my card when there
were charges from India citing unusual spending patterns and unexpected
purchases.
Putting a block on is instant but taking it off requires a load of
security questions and the use of a card reader.... like I take that on
holiday, or can you pop into a branch and we can sort it out face to
face?.... like there are loads of RBS branches in Bombay.

All apparently done for my safety and convenience.

Obviously it didn't work for you, on one trip, in India. I've never had
a issue in decades of travelling.

When I was treasurer of the radio club, the bank virtually accused me of
money laundering , when I brought in wads of cash made at the junk
sales.

I recently had to deal with this. My mother is in her late 80s and just
about trusts cheques after decades of use but cash is still king.
I now handle her finances and pay all her bills, utilities, insurances
etc. I pay them and she pays me in cash.
I have regular amounts of money going into my bank account as cash to
cover the regular outgoings and occasional purchases.

On depositing some money I was stopped and asked into a room to explain
why. It was a simple matter to explain and point out the money going out
to certain utilities etc matched that coming in but they have asked me
in for a chat on a few occasions.

Regular cash deposits is apparently a sign of someone dodging tax.

That's rich, IYSWIM, coming from a bank. Banks in general dodge as much
tax as they can, but I assume that beating the ordinary person into the
ground over a fistful of fivers neatly deflects attention away from the
bank's own modus.

"RSGBTech is meant for everyone", or so the RSGB says. The group is
moderated 'to
ensure that the questions are on topic', but the group's own admissions
policy mention
(a pre-) 'vet', 'known', 'trouble', and 'maker', but not the vetting
policy! None of these are
mentioned in the RSGB's Guidelines, which they claim the group should
follow.
