I'd go for Mike Hailwood in the Parnell-entered Lotus-BRM 25 T-car in
P1, Monaco 1965.

Incidentally, this was the last time anyone (in this case Paul Hawkins)
ended up in the harbour!

I did think Hailwood as well at one point but his helmet design didn't match unless he'd borrowed Attwood's. In some pictures Mike and Richard don't look too dissimilar.

It is Lorenzo Bandini in the #17, Ferrari V12 (Ferrari 512).
It is in the rain, so he has removed his normal
clip on helmet brim, and his goggles.
Instead he is wearing a snap on full face
clear bubble visor (like I did in the 1960s).

You're absolutely correct, except that it's not Bandini and it's not a Ferrari.

On the Graham Hill page, Bandini/Ferrari (dry) is the second image from the top and build's picture (wet) is second from the bottom, and it's definitely a Lotus 25 in Parnell colours, with most likely Richard Attwood behind the wheel.

Even without a pencil in my eyes I can see that the two cars are very
different:

The car Bandini is driving is a 1512 with, as was common at Monaco, a
shortened nose and enlarged air intake. Of course he could have used a
regular 158 in the Thursday practice but that would not account for the
slotted windshield in build's picture, which indicates Lotus.
Surtees used goggles in that session:

I initially thought the driver looked like Hailwood but I am convinced
by halmyre's post that it is Attwood

The Google search gives a hotchpotch of pictures, not all 1965, and the
Graham Hill page is not captioned.
