Why do the People's Republic of China have such questionable "allies"? Do other countries not want to be China's friend due to China's human rights
history/questionable government?

There is a certain irony in how the US media has conditioned many Americans into thinking that the US is better in the human rights department even though:
The US has more people in jail than China, while China has four times the population;
In China, there are no non-Han Chinese minorities which have a higher chance of being shot by a Chinese policeman. If you are African-American and living in the US, you have a significantly higher chance of being shot by a US policeman, even if you are unarmed. If you are shot, there is a significantly higher chance that the policeman who shot you will be released. African-American fathers have to teach their sons how to appear non-threatening to police to avoid being shot. This simply does not happen in China.
Chinese police are not trained to “shoot to kill”, while US police are.
Shall we talk about gun rights? In the US, gun rights means that there is a significantly higher chance that you will be shot by someone with a gun.
Furthermore, US society has denied any chance to reform this.
President Trump has decided to single out a single group of people based on race and religion, and has said that “Islam hates America” and has won enough followers to be elected president. He is openly racist against a single group, singling them out because of their religion. He has also accused Mexicans who come to the US of being “rapists and murderers”, and using the US as a dumping ground for their criminals.
Do I need to tell you about how American women have to face sexual assault in the US workplace, and that the threat is especially serious when dealing with white men who have power and money, and that women were taught that this was the price of workplace success and access to power, and until very recently, were expected not to report this? Why have women been taught for so long that they should accept unwelcome sexual advances from men as the norm and the price for workplace success if everyone is supposed to enjoy the same human rights? Is it normal for women to have to live in fear of men in this way because some men cannot control their sexual urges and believe that this is acceptable behavior, and have acted as if sexual access to any woman they want is a work benefit of white privilege?
Now, China, the Chinese government and most Chinese do not do any of these things, and you say that China has questionable human rights?
Seriously?
