I suspect, without evidence, that it comes from a shtick Bing Crosby
and Bob Hope used to do in the Road movies: "Why are we telling each
other things we already know?" (pointing to camera) "_They_ don't
know."

And yes, the panel that I posted is a couple of weeks old. Still, some
IT departments have a fairly low level of tolerance for partial nudity,
even in web comics.
Generally speaking the IT department doesn't give a crap, they just
implement the policies set out by the HR department. And they either
block a site or don't, generally they won't bother to block single
pages on a site and few if any put up filters that analyze images for
nudity.

In my case, the issue is not "the IT department" or the HR department
for that matter, it's my boss, who can see my screen from where she
sits, and while as bosses go she's decidedly cool, I see no reason to
push my luck.

Oh, sorry, it's a very old fannish joke, I thought you'd know it.
"As you know, Bob," is how one describes any passage in any story
in which one character tells another character something the
character already knows, in order to inform the reader. Also
known as "maid-and-butler dialogue." I usually just put stuff
like that in the opening description.
