Jim, all you are doing is proving how little you know.
CTCSS is a continuous system, pure and simple, no matter what you try to
claim.
I suggest you go an play on CB, it is less technical and you can pretend
to be an expert.
I think the point that Jim is trying to make is that some repeaters
only require the CTCSS tone if they are inactive and to bring them up
in the first place. That is certainly true for my local 70cms one,
which once transmitting no longer requires CTCSS to be there for access

If he has CTCSS to bring them up them he has it to keep them open.
If the repeater only requires and initial CTCSS tone, it will be open
for him if he hasn't got a tone if he can hear it.
He is being obtuse- ie looking for a row.
I think the question is "Are CTCSS repeaters like the ones that use only
1750Hz toneburst?"
If a TB repeater is 'down', you need a burst of TB (sometimes plus a few
seconds of audio) to 'bring it up' - but once it's 'up', a blank carrier
will keep it 'up'.
I think that this isn't true for CTCSS, where the first C means what it
says. With an input carrier present, and when the repeater is 'up', it
will drop out if the CTCSS is removed.
